RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve and authorize the Director of Health or Assistant Director of Health to execute a three (3) year Mental Health Services Agreement (July 1, 2017 to June 30, 2020) with Encompass Community Services for the provision of mental health services in the amount of $179,900 for Fiscal Year (FY) 2017-18, $179,900 for FY 2018-19, and $179,900 FY 2019-20, for a total Agreement amount not to exceed $539,700; and

b.                     Approve and authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments that do not exceed ten percent (10%) ($53,970) of the original Agreement amount and do not significantly change the scope of services.

 

SUMMARY/DISCUSSION:

The County currently has Agreement A-12684 with Encompass Community Services which will expire on June 30, 2017. Encompass Community Services Crossroads Program provides short-term assessment and placement stabilization services to three eligible Monterey County youth between 9 to 17 years of age referred for services by the Monterey County Department of Social Services (DSS), Family and Children's Services Division. The program provides a safe living environment for male and female youth for up to 90 days to assess the physical and emotional needs, determine an appropriate level of care, and provide appropriate mental health services in order to secure a more permanent living arrangement.

 

This Agreement contains the County’s standard 30-day “no cause” provision (Section IV, B) and an additional defunding provision (Section IV, D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.

 

This work supports the Monterey County Health Department 2011-2015 strategic plan initiatives: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provision of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

The County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions. 

 

FINANCING:

This Agreement is funded by Federal Financial Participation (FFP 70%) and 2011 Realignment-Early and Periodic Screening, Diagnostic and Treatment (EPSDT 30%).  Although there is a small possibility that some children may not have Medi-Cal, the contract is written under the assumption that all children will have those benefits.  The DSS amount will be paid directly by the DSS to the contractor.  The funds for this Agreement ($179,900) are included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) Fiscal Year 2017-18 Requested Budget.  The funds for this Agreement for FY 2018-19 ($179,900) and FY 2019-20 ($179,900) will be included in the respective Health Department’s Behavioral Health (HEA012, Unit 8410) FY 2018-19 and FY 2019-20 Requested Budgets.
