Drilling, Inc., in the amount of $107,990 for the 2017 Castroville Seawater Intrusion Project (CSIP) Well Destruction Project; and, authorize the General Manager to approve change orders up to a cumulative amount of ten percent of the agreement amount; and, authorize the General Manager to execute the agreement.

RECOMMENDATION:

It is recommended that the Monterey County Water Resources Agency Board of Directors:

 

Approve an agreement with Maggiora Bros. Drilling, Inc., in the amount of $107,990 for the 2017 Castroville Seawater Intrusion Project (CSIP) Well Destruction Project; and, authorize the General Manager to approve change orders up to a cumulative amount of ten percent of the agreement amount; and, authorize the General Manager to execute the agreement.

 

SUMMARY/DISCUSSION:

 

The Monterey County Water Resources Agency (MCWRA) is responsible for maintaining the supplemental irrigation wells as part of the Castroville Seawater Intrusion Project (CSIP).   CSIP wells 14L03 and 16G01 have not been operated for years either due to well casing deterioration or to leakage of seawater-intruded groundwater along the outside of the well casing. Attempts to repair the wells were unsuccessful.  Both wells are impacting the water quality of the Pressure 400-Foot Aquifer.  Therefore, the proper destruction of the wells is necessary for preventing the flow of seawater-intruded ground water from the Pressure 180-Foot Aquifer to the Pressure 400-Foot Aquifer.

Contractual provisions and technical specifications for the destruction of the two wells, under the name “2017 Castroville Seawater Intrusion Project (CSIP) Well Destruction Project” were sent out for bids in March 2017. Four bids were received and opened on May 18, 2017, as follows:

The bid from Maggiora Bros. Drilling, Inc. was determined to be the lowest responsive and responsible bid submitted.  Their total bid amount is within the amount budgeted for this project. 

It is recommended that the Monterey County Water Resources Agency Board of Directors authorize the General Manager to approve change orders up to a cumulative amount of ten percent of the agreement amount to cover unforeseen well destruction conditions.
