RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve and Authorize the Contracts/Purchasing Officer or the Contracts/Purchasing Supervisor to sign Amendment No. 1 to Agreement with Joseph A. Ladouceur, dba Rainbow Services (Contractor), adding two (2) years and increasing the Agreement by $80,000, for a new total Agreement amount of $160,000 for the revised contract period July 1, 2015 through June 30, 2019.

b.                     Authorize the Contracts/Purchasing Officer or the Contracts/Purchasing Supervisor to sign up to two (2) future amendments to this Agreement where the total amendments do not exceed ten percent (10%) ($8,000) of the original contract amount and do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

Monterey County Health Department (MCHD) has been using the odor removal services provided by Joseph Ladouceur for many years.  The technology used consists of odor-neutralizing molecules found in plant based oils.  The fragrance-free, organic, non-toxic compound is placed on a disc and inserted into a small fan that blows the oil throughout the room.  The desire is to minimize the difficulties experienced in the workplace by both employees and clients subject to chemical/fragrance sensitivities.  Odor eliminating units are placed in restrooms, diaper changing areas, public lobby’s and other odor sensitive locations within the MCHD locations throughout the County. 

 

While this work is not directly in support of a Health Department strategic initiative, it is in support of one or more of the ten essential public health services, specifically:  6.)  Enforce laws and regulations that protect health and ensure safety.

 

OTHER AGENCY INVOLVEMENT:

County Counsel, Auditor-Controller, and Risk Management have reviewed and approved this Agreement as to legal form, fiscal provisions, and insurance requirements, respectively.

 

FINANCING:

There are sufficient appropriations in the Health Department FY 2017-18 Requested Budget for Clinic Services (001-HEA007-8096), Behavioral Health (023-HEA012-8410), Public Health (001-HEA003-8124), and Administration (001-HEA014-8438) to cover services.  The Health Department will incude this Agreement it its FY 2018-19 Proposed Budget.
