RECOMMENDATION:

It is recommended that the Board of Supervisors receive a report and provide direction on the Salinas Basin Interim Replacement Drinking Water Program.

 

SUMMARY & DISCUSSION:

On May 23, 2017, Board Referral 2017.12 was made by Supervisor Salinas and Supervisor Alejo.  The referral requested a presentation and action on the Salinas Basin Interim Replacement Drinking Water Program.  The Enforcement Office of the State Water Resources Control Board (Water Board) and the Central Coast Regional Water Quality Control Board (Regional Board) recently entered into an agreement with the Salinas Basin Agricultural Stewardship Group (Stewardship Group) establishing an interim or pilot program whereby Stewardship Group members will provide replacement drinking water to residences whose groundwater supply has been impacted by nitrate contamination in the Salinas Valley Basin.

 

The purpose of the presentation is to provide information to the Board of Supervisors and the public about the program and the agreement.  Additionally, it is an opportunity for the Board to explore ways in which, and provide staff direction on how, the Water Board, Regional Board, Stewardship Group and County can work together to provide public education and outreach on the program in order to extend the opportunity for safe and reliable drinking water at no cost to as many people as possible in Monterey County.  The aim is that this first-of-its-kind replacement drinking water program be as successful as possible in the Salinas Valley.
