Consider approving an Agreement for Professional Services with GEI Consultants, Inc. to perform spillway condition assessments for the Nacimiento and San Antonio Dam spillways for an amount not to exceed $126,611, and authorizing the General Manager to execute the Agreement.

RECOMMENDATION:

 

It is recommended that the Monterey County Water Resources Agency Board of Directors approve an Agreement for Professional Services with GEI Consultants, Inc. to perform spillway condition assessments for the Nacimiento and San Antonio Dam spillways for an amount not to exceed $126,611, and authorize the General Manager to execute the Agreement.

 

SUMMARY/DISCUSSION:

 

As a result of recent major incidents at Oroville Dam, the California Department of Water Resources, Division of Safety of Dams (DSOD), has directed California high-hazard dam owners to complete comprehensive condition assessments of their spillways.  Accordingly, Monterey County Water Resources Agency (MCWRA) was directed by DSOD letter dated May 12, 2017 to complete comprehensive condition assessments of the Nacimiento and San Antonio Dam spillways.

 

In house staff is not available to conduct the comprehensive condition assessments, so Request for Proposals to perform the needed work were sent to ten consulting engineering firms on May 26, 2017.  Proposals were received from three qualified firms, GEI Consultants, Inc., AECOM, and Genterra Consultants, Inc. on June 6, 2017. 

 

Staff reviewed the proposals received and recommends that an Agreement for Professional Services be approved with GEI Consultants, Inc. to perform spillway condition assessments for the Nacimiento and San Antonio Dam spillways.  GEI has prior experience with both MCWRA dams, qualified personnel in spillway inspection and evaluation, and proposed the most economical cost. 

 

Spillway condition assessment will include a two-step process.  Step one includes:

                     a review of existing spillway information (plans, specifications, construction documentation, and other technical information)

                     preparation of detailed field inspection plans

                     technical memoranda describing any findings that need to be addressed before the coming winter, if any, and recommendations for additional investigations such as concrete coring, foundation coring, laboratory material strength and property testing, void detection testing, video inspection or other investigation

                     Spillway Condition Assessment Reports for submittal to DSOD for both dam spillways, and to the Federal Energy Regulatory Commission (FERC) for the Nacimiento Dam spillway. 

                     Spillway Condition Assessment Reports will be submitted to DSOD and FERC for their review, comment and approval.  The Reports will include recommendations for any additional non-destructive or destructive investigations.   DSOD and FERC approvals are required prior to commencement of any additional investigations. 

 

Step two will be to complete any additional investigations approved by DSOD and FERC.  Because the scope of any additional investigations is unknown until initial field inspection and DSOD and FERC approvals are obtained, this Agreement with GEI contains an allowance of $50,000 to be drawn against for any needed additional investigations to occur.  If the cost of any required additional investigations is above the allowance amount, an amendment to this Agreement will be brought to the Board of Directors for approval consideration.

 

OTHER AGENCY INVOLVEMENT:

 

The California Department of Water Resources, Division of Safety of Dams (DSOD), has directed MCWRA by letter dated May 12, 2017 to complete comprehensive condition assessments of the Nacimiento and San Antonio Dam spillways.  DSOD will review and approve Spillway Condition Assessment Reports for Nacimiento and San Antonio Dam spillways.  The Federal Regulatory Energy Commission (FERC) will also review and approve the Spillway Condition Assessment Report for the Nacimiento Dam spillway.

 

FINANCING:

 

This Agreement is for an amount not to exceed $126,611.  This work was not included in the Fiscal Year 2017-18 Fund 116 budget (Nacimiento and San Antonio Dams Operations and Maintenance), and will defer other planned work and/or cause a need for a future amendment to the Fiscal Year 2017-18 budget.
