a. Approve and authorize the Director of Health or Assistant Director of Health to execute a new three-year Mental Health Services Agreement with Emmanuel Inneh dba Monterey Bay Guest Home, Inc. in Seaside, CA for the provision of mental health services for Monterey County adult residents with severe psychiatric disabilities in a Board and Care facility, for a maximum County obligation of $337,260 for the term of July 1, 2017 through June 30, 2020; and
b. Approve and authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments that do not exceed ten percent (10%) ($33,726) of the original Agreement amount and do not significantly alter the scope of services.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of Health or Assistant Director of Health to execute a new three-year Mental Health Services Agreement with Emmanuel Inneh dba Monterey Bay Guest Home, Inc. in Seaside, CA for the provision of mental health services for Monterey County adult residents with severe psychiatric disabilities in a Board and Care facility, for a maximum County obligation of $337,260 for the term of July 1, 2017 through June 30, 2020; and

SUMMARY/DISCUSSION:
Monterey Bay Guest Home is licensed by the State of California Department of Social Services as an Adult Residential Facility. The facility provides community based living that creates a normalizing experience for adults with severe psychiatric disabilities, as defined in Section 1502 of the Health and Safety Code.
