Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Director of Health or Assistant Director of Health to execute a one-year Amendment No. 1 to Mental Health Services Agreement A-13251 with Lakemary Center for a revised term of February 1, 2016 through June 30, 2018, and adding $262,800 for FY 2017-18 for a revised amount not to exceed $624,000.

SUMMARY/DISCUSSION:

Founded in 1969, Lakemary Center in Paola, Kansas is a 65-bed Psychiatric Residential Treatment Facility (PRTF), licensed by the State of Kansas to provide educational and psychiatric treatment for children aged 6-21 years with dual diagnoses of intellectual and /or developmental disabilities and psychiatric disorders, including Autistic Spectrum Disorder.  Lakemary Center provides tailored services for children with deficits in a variety of adaptive functioning areas, including communication, self-care, functional academics, social skills, leisure skills, and community use skills.  Behavioral presentations addressed include high levels of aggression, self-injury, elopement, property destruction, and other high-risk behaviors. Lakemary Center was the only facility found nationally that would agree to take this high-risk youth.

This Amendment No. 1 extends the Agreement for an additional fiscal year to continue psychiatric and residential service provision to the current placement at this facility in need of this level of specialized care.

This Agreement contains the County’s standard 30-day “no cause” provision (Section IV, B) and an additional defunding provision (Section IV, D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.

This work supports the following Monterey County Health Department 2011-2015 strategic plan initiative: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

OTHER AGENCY INVOLVEMENT:

County Counsel and Auditor-Controller have reviewed and approved this Amendment No. 1 as to legal form and fiscal provisions, respectively.

FINANCING:

This Agreement is 100% funded by Special Education Local Plan Area (SELPA) funds that pay for children who are placed through the Individual Education Plan (IEP).  The funds for FY 2017-18 have been included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) FY 2017-18 Requested Budget.
