Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of the Department of Social Services to sign Amendment #2 with Care Access Silicon Valley, adding $18,000, for Registration Video Enrollment Software, effective July 1, 2017, increasing the total contract amount to $37,500 and extending the term of the agreement through June 30, 2019 including nonstandard indemnification, warranty, and Liability provisions effective; and

b. Authorize the Director of the Department of Social Services to sign up to three (3) additional amendments to this Agreement where the additional amendments do not exceed 10% ($3,750) of the current amended contract amount, and do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

Care Access Silicon Valley (CASV) provides Registration Enrollment Video Appointment (REVA) software which is a system for enrolling and processing new In-Home Supportive Services (IHSS) Independent Providers (IPs).  REVA gives new IPs an easy way to enroll on-line and maintains enrollment information electronically.  The IPs watch orientation videos from wherever they have access to a computer, laptop, tablet, iPhone, or android phone.  After viewing the videos, the IPs schedule their own office visit. The REVA online enrollment process is available in both English and Spanish.  REVA allows prospective IHSS IPs more flexibility in completing the required provider orientation and registration, and to schedule an in-person appointment where they bring required documents to complete enrollment.  

 

The County has contracted with CASV for REVA software since 2013.   The Department recommends this amendment to continue services for two additional years be approved due to limited alternative resources for these services as CASV is the only provider of REVA in the state of California.   

 

The original contract amount was $18,000 and Amendment #1 added $1,500 for a one-time project.   Amendment #2 provides a two-year extension and adds $9,000 per year, bringing the contract total to $37,500. This amendment continues the nonstandard indemnification, warranty, and liability provisions previously approved by your Board on July 7, 2015. 

 

 

 

 

OTHER AGENCY INVOLVEMENT:

The Auditor-Controller and Purchasing have reviewed and approved this Amendment with the exception of the non-standard language. Risk management cannot approve the non-standard indemnification, warranty, and liability provisions. County Counsel has approved the agreement as to form.

 

FINANCING:

This agreement is fully funded with Social Services federal and state revenues, and realignment funds.  Sufficient appropriations and estimated revenues are included in the FY 2017-18 Recommended Budget, and are anticipated to be available for the life of the Agreement and will be budgeted for in future fiscal years.  Approval of this action will not have an impact on the County General Fund.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This amendment correlates to the Health & Human Services and Administration Strategic Initiatives adopted by the Board of Supervisors by streamlining the enrollment process for IPs to work for IHSS recipients. IHSS allows low-income older adults and persons with disabilities to live in their own homes as long as possible, a highly preferred and cost-effective option over residential care.
