Title

a. Approve and authorize the Director of Information Technology Department to execute a non-standard agreement with CDW Government LLC, a reseller of Infoblox Incorporated, for the purpose of consolidating and managing the County’s network and security services through one platform in the amount not to exceed $17,506.32, for the period of July 1, 2017 through December 31, 2017; and

b. Accept non-standard contract provisions as recommended by the Director of Information Technology.

Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

 

a. Approve and authorize the Director of Information Technology Department to execute a non-standard agreement with CDW Government LLC, a reseller of Infoblox Incorporated, for the purpose of consolidating and managing the County’s network and security services through one platform in the amount not to exceed $17,506.32, for the period of July 1, 2017 through December 31, 2017; and

 

b. Accept non-standard contract provisions as recommended by the Director of Information Technology.

 

SUMMARY:

Infoblox is a service that increases business speed, agility, and efficiency by enabling the management of core network services and security from a unified platform.  This operational solution manages the inter-networking of physical devices such as computers, vehicles mobile devices and other smart devices and assures the robust delivery of business services over the shifting and ever expanding network and internet landscape.  The Board is asked to approve purchase of the Infoblox services through an agreement with CDW Government LLC (CDW-G), an Infoblox reseller.

 

DISCUSSION:

This solution consolidates the management of Domain Name Services (DNS), Dynamic Host Configuration Protocol (DHCP) and Internet Protocol Address Management (IPAM) functions needed to meet the County’s business networking needs in today’s Internet of Things (IoT) environment.

 

The Information Technology Department (ITD) is responsible for providing DNS, DHCP, and IP management services for the County’s network. ITD has a history of ensuring existing and evolving protection for Monterey County and its constituents. Infoblox provides a centralized solution for DNS, DHCP, and IP management.

 

The proposed Agreement is non-standard for the County, but based on our past experience successfully managing DHCP services using Infoblox, and the fact that CDW-G is a reseller of Infoblox, the Director of Technology is recommending approval of this Agreement.    

   

OTHER AGENCY INVOLVEMENT:

The Auditor-Controller has reviewed this Board Report for fiscal provisions.  County Counsel has reviewed the terms of the CDW Governance, LLC agreement and cannot approve the following non-standard terms:  limitations on warranty; requirement of notice to validate limited warranty; non-standard termination provisions; non-standard indemnification provisions; limitations on type of damages available to County and amount of damages available to County; non-standard insurance provisions; limitations on access to records for audit.  Risk does not approve non-standard indemnification and insurance provisions.

 

FINANCING:

The funds for payment of the costs of this Agreement in the amount of $17,506.32 have been included in the FY 16-17 Approved Budget for the Information Technology, ITD 1930, Unit 8436.  There is no impact on the General Fund as no additional funds are being requested.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The execution of the proposed CDW Governance, LLC agreement will provide the County departments with current security measures to effectively support existing applications.
