a. Approve and authorize the Director of the Department of Social Services to sign an agreement for $1,168,211.00 with ACTION Council of Monterey County to provide administration, leadership, and coordination for Differential Response aka: Pathways to Safety, and the CalWORKs Family Stabilization Program, for the period July 1, 2017 through June 30, 2018; and
b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to this agreement where the total amendments do not exceed 10% ($116,821) of the original contract amount, and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Department of Social Services to sign an agreement for $1,168,211.00 with ACTION Council of Monterey County to provide administration, leadership, and coordination for Differential Response aka: Pathways to Safety, and the CalWORKs Family Stabilization Program, for the period July 1, 2017 through June 30, 2018; and

SUMMARY/DISCUSSION:
This agreement provides leadership, administration, quality assurance and coordination for two (2) programs, Differential Response (aka Pathways to Safety), and the CalWORKs Family Stabilization Program. Differential Response is a strategic way of responding to the reports of abuse and neglect received by Monterey County Family and Children's Services (FCS). This approach to evaluating and improving family and child well-being, improves a community's ability to keep children safe.
