Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of the Department of Social Services to sign Amendment #2 to Agreement A-13180 with Peacock Acres Inc., adding $138,700 effective July 1, 2017, to provide housing and supportive services through their Transitional Housing Program Plus to former foster youth as well as provide supports for youth to participate in the Young Engagement Program in Sacramento, increasing the contract total to $823,330 for the period of July 1, 2016 through June 30, 2018; and

b. Authorize the Director of the Department of Social Services to sign up to three (3) additional amendments to this Agreement where the total amendments do not exceed 10% ($82,333) of the current amended contract amount, and do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

The Agreement with Peacock Acres, Inc. provides Transitional Housing Program Plus (THP+) Services to eligible former foster and probationary youth through the Department of Social Services (DSS).  The goal of THP+ is to reduce homelessness among these youth, ages 18 to 24.  The THP+ program design has been certified in statute and has several distinct housing models that include scattered site, host family, and single-site models.  All of these housing models may be incorporated in the Peacock Acres THP+ plan. 

 

Peacock Acres continues services with a long wait list. Once youth enter the program they are staying longer and achieving better outcomes. This means longer waits for eligible youth. DSS originally agreed to increase the bed-count from 10 to 12 only during the severe weather but there remains a need to continue with a contract supporting the increased bed count of 12 beds for the entire remaining term of the agreement.  Additionally, an emergency bed will be funded for one eligible foster youth in crisis.  

 

Rents have dramatically increased in Monterey County since the inception of THP+, in some areas as much as 60%. To address rising costs, Peacock Acres has been proactive, using more shared housing and only transitioning youth to their own apartment as they get closer to exiting the program. Despite numerous efforts to keep costs down, additional funds are needed to cover these high rents. 

 

The purpose of this amendment is to add $138,700, effective July 1, 2017 to support these increased rents and additional beds as well as to add funding for travel and support costs for attendance of Youth Engagement Project functions in Sacramento. The term of this agreement is July 1, 2016 to June 30, 2018 and remains unchanged by this amendment. 

 

OTHER AGENCY INVOLVEMENT:

The Auditor-Controller and Purchasing have reviewed and approved this Agreement. County Counsel has approved the Agreement as to form.

 

FINANCING:

This Agreement is fully funded with Social Services Federal and State revenues, and Realignment funds. Sufficient appropriations and estimated revenues for SOCOO1 are included in the FY 2017- 2018 Recommended Budget.  Approval of this action has no impact on the County General Fund.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This amendment correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by allowing the Department to improve the quality of life for former foster youth who exited foster care and are now in need of their own housing and supportive services.
