Title: a. RECOMMENDATION:
a. Approve and authorize the Director of the Department of Social Services to sign an Agreement with Franciscan Workers of Junipero Serra for $477,000 to provide operations for the Chinatown Health Services Center and Dorothy's Drop-In Center to support the homeless population in Salinas including Whole Person Care referrals for the period July 1, 2017 through June 30, 2018; and
b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to this Agreement where the total amendments do not exceed 10% (47,700) of the original contract amount, and do not significantly change the scope of work.

SUMMARY/DISCUSSION:
Since the inception of these services, Dorothy's Drop-in Center hours have been 7:30 am-6:00 pm seven days a week, serving 120-200 adults daily with secure shelter, restrooms, showers, and laundry. The agency also provides trauma-based case management services to assist persons experiencing homeless find permanent or temporary housing. The agency reports that caseloads are at capacity but hundreds of homeless individuals still come daily for basic needs and case management services. From July to December 2016 the agency served 669 clients in the Drop-In Center, Trauma Informed Case Management has been successful. The agency housed 37 formerly homeless individuals...
