RECOMMENDATION:

Approve and Authorize the Monterey County Sheriff or Undersheriff to sign a Memorandum of Understanding between the North Monterey County Unified School District and the Monterey County Sheriff's Office for provision of a School Resource Officer for the 2017-2018 School Year.

SUMMARY:

The Monterey County Sheriff's Office (hereinafter MCSO) and the North Monterey County Unified School District (hereinafter District) seek to continue their working relationship by renewing this effective partnership for the 2017-18 School Year.

DISCUSSION

The North Monterey County Unified School District (District) and the Monterey County Sheriff's Office (MCSO) have worked collaboratively with each other since the late 1980's. There was a School Resource Officer at the District for several years, but budget cuts forced elimination of the position.

Events took place on campus during the 2015-16 school year that caused campus lockdowns and underscored the need to revisit this partnership. The District approached MCSO about re- establishing the position, and an agreement was reached where each entity funds half of the assigned deputy's salary. Your board approved an MOU delineating this arrangement for January 2017-June 2017 of this year.

Since assignment of the Resource Deputy, there has been a marked improvement in communication between the District and MCSO. This was highlighted by the impressive response to the bomb threats received by the District on March 28,2017. Due to the improved communication, the response was well-coordinated and effective.
