Title

Authorize submission of a Quotation for the County to Provide Emergency Communications Services to Fort Hunter Liggett, and authorize the execution of a non-standard federal contract if selected to provide the services.

 

Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Authorize the Director of Emergency Communications Department to submit a quotation to the Contracts Office, Fort McCoy, WI, in response to their Solicitation W911SA-17-Q-0122 to provide 9-1-1 call answering and related emergency communications services to Fort Hunter Liggett, CA.

b. Approve and authorize the Contracts/Purchasing Officer, or Designee to sign the resulting non-standard Department of Defense contract between Monterey County and the U.S. Army to provide 9-1-1 call taking and related emergency communications services to Fort Hunter Liggett for one base year and four option years, consistent with the terms of the draft service agreement provided to Fort Hunter Liggett, and such other terms as may be approved by County Counsel.

SUMMARY:

The Director of Emergency Services, U.S. Army Garrison Fort Hunter Liggett (FHL) has requested Monterey County Emergency Communications Center (MCECC) answer 9-1-1 emergency calls for service from within Fort Hunter Liggett and forward the results of the call to the Fort Hunter Liggett Communications Center through an extension of the MCECC Computer Aided Dispatch (CAD) system. To provide the requested service to Ft. Hunter Liggett, Monterey County must submit a quotation in response to a solicitation to provide the service.

 

DISCUSSION:

The Director of Emergency Services, U.S. Army Garrison Fort Hunter Liggett has requested that Monterey County Emergency Communications Center (MCECC) answer their 9-1-1 calls on a permanent basis and forward the emergency incident information to the FHL dispatchers via extensions of the MCECC’s Computer Aided Dispatch (CAD) system at the FHL facility. Initial review of operational requirements support the feasibility of system integration.  The MCECC will work to amend the existing contract with the CAD provider to extend the CAD service to FHL.  FHL will reimburse the County for all costs associated with providing the service. TriTech, the current CAD vendor has provided a quotation to provide the required licenses and services. FHL was provided with a version of the 911 Services Agreement tailored to the requirements at that facility with the understanding that FHL will use the document to create a federal version of the Agreement.  FHL was also provided with a quotation for MCECC services that passed through the TriTech costs and added additional County charges.  Total one-time implementation costs are $121,675; annual charges are estimated to be $37,600.  Total charges are estimated to be $159,275.

FHL forwarded the documentation to their higher headquarters for consideration and approval.  On May 8, 2017, MCECC received a request from Fort McCoy (FHL’s headquarters) requesting MCECC to submit a quotation in response to their solicitation to provide the service that FHL desires.  The addenda to the solicitation fairly accurately reflects the work described in the 911 Services Agreement provided to FHL.  We are recommending that the Board authorize execution of an anticipated non-standard agreement with FHL provided it is consistent with the terms of the draft service agreement provided to FHL, together with such other terms as may be acceptable to County Counsel.

 

OTHER AGENCY INVOLVEMENT:

County Counsel has reviewed the request for the quotation and supporting documentation.

 

FINANCING:

There are no costs associated with the preparation of the quotation to the solicitation.  Upon approval of a contract to provide the requested services, all costs associated with the services will be paid for or reimbursed by Fort Hunter Liggett.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This Board Report provides for the extension of 9-1-1 call taking and related emergency communications services to the U.S. Army Garrison Fort Hunter Liggett in Monterey County that contribute greater interoperability between public safety responders within Monterey County and contribute to a safer environment for people to achieve their potential, leading businesses and communities to thrive and grow by reducing violent crimes as well as crime in general.
