RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Emergency Medical Services (EMS) Agency Director to execute Amendment No. 2 to extend the Paramedic Service Provider Agreement with Cypress Fire Protection District on the same terms and conditions to June 30, 2018.

SUMMARY:
The Health Department seeks authorization to execute Amendment No. 2 to extend the Paramedic Service Provider Agreement with Cypress Fire Protection District on the same terms and conditions to June 30, 2018.

DISCUSSION:
The Emergency Medical Services (EMS) Agency is designated under California law by Monterey County as the local Emergency Medical Services Agency responsible for planning, implementing, and evaluating the local EMS system throughout Monterey County. Under California law, no person or organization may provide "advanced life support," also known as "paramedic services," unless that person or organization is an authorized part of the emergency medical service system of the local EMS agency.

Accordingly, under California law, a paramedic service provider must have a written agreement with the local EMS agency to participate in the EMS system and to comply with all applicable state regulations and local policies and procedures, including participation in the local EMS agency's Continuous Quality Improvement ("CQI") program.

The original Paramedic Service Provider Agreement was reviewed and approved by the Emergency Medical Care Committee (EMCC) on September 14, 2011 and by the Monterey County Board of Supervisors on November 1, 2011. The Paramedic Service Provider Agreement with Cypress Fire Protection District was executed on February 14, 2012 for a period of four (4) years.
