Approve and authorize the Director of Health or Assistant Director of Health to sign three-year Mental Health Services Agreement with Crisis Support Services of Alameda County for suicide prevention and intervention services (for a term of July 1, 2017 through June 20, 2020) in the amount of $70,753 for Fiscal Year (FY) 2017-18, $72,876 for FY 2018-19, and $75,062 for FY 2019-20, for a total Agreement in the amount of $218,691; and
b. Approve and authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments that do not exceed ten percent (10%) ($21,869) of the original Agreement amount and do not significantly alter the scope of services.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of Health or Assistant Director of Health to sign three-year Mental Health Services Agreement with Crisis Support Services of Alameda County for suicide prevention and intervention services (for a term of July 1, 2017 through June 20, 2020) in the amount of $70,753 for Fiscal Year (FY) 2017-18, $72,876 for FY 2018-19, and $75,062 for FY 2019-20, for a total Agreement in the amount of $218,691; and
a. Approve and authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments that do not exceed ten percent (10%) ($21,869) of the original Agreement amount and do not significantly alter the scope of services.
SUMMARY/DISCUSSION:
Monterey County Health Department Behavioral Health Bureau (BHB) is mandated to maintain a toll-free, 24/7 access telephone to provide linkage to services and support to Monterey County residents seeking mental health and substance use services.
Founded in 1966, Crisis Support Services of Alameda County (CSSAC) provides crisis intervention telephone counseling services to programs serving high consumers of mental health services. CSSAC is also certified as meeting the standards of practice of the American Association of Suicidology, and as a member of the National Suicide Prevention Lifeline, CSSAC also adheres to the Best Practice standards in suicide prevention and crisis intervention.
CSSAC provides live, trained counselors experienced in crisis intervention and triage, emergency screening, and computer operations to be able to respond to, document and route after-hours crisis and other urgent calls to designated County emergency and non-emergency contacts.
This renewal Agreement will assure continuation of these services for an additional three-year term beginning July 1, 2017 through June 30, 2020.
This Agreement contains the County’s standard 30-day “no cause” provision (Section 5) and a defunding provision (Section 6), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.
This work supports the Monterey County Health Department 2011-2015 strategic plan initiative: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.
OTHER AGENCY INVOLVEMENT:
County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions.
FINANCING:
This Agreement is funded by Mental Health Services Act funds (50% or $109,345.50) and Realignment Funds (50% or $109,345.50). The funds for this Agreement are included in the Health Department’s Behavioral Health (HEA012, Unit 8410) Fiscal Year 2017-18 Requested Budget. The funds for this Agreement for FY 2018-19 and FY 2019-20 will be included in the Health Department Behavioral Health Bureau (HEA012, Unit 8410) FY 2018-19 and FY 2019-20 Requested Budgets.
