a. Approve and authorize the Director of the Department of Social Services to sign an agreement with Meals on Wheels of the Monterey Peninsula for $385,054 to provide health education, and congregate and home-delivered meals to seniors on the Monterey Peninsula for the period July 1, 2017 through June 30, 2018; and
b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to the Agreement, where the total amendments do not exceed 10% ($38,505) of the original contract amount, and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Department of Social Services to sign an agreement with Meals on Wheels of the Monterey Peninsula for $385,054 to provide health education, and congregate and home-delivered meals to seniors on the Monterey Peninsula for the period July 1, 2017 through June 30, 2018; and
b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to the Agreement, where the total amendments do not exceed 10% ($38,505) of the original contract amount, and do not significantly change the scope of work.
SUMMARY/DISCUSSION:
This Agreement provides congregate (group dining) and home-delivered meals to seniors living in the Monterey Peninsula area. The area includes the Monterey Peninsula/Western Region defined as Big Sur, Carmel by the Sea, Carmel Valley, Del Rey Oaks, Marina, Monterey, Pacific Grove, Sand City and Seaside. Elderly nutrition program dining sites are the Sally J. Griffin Active Living Center in Pacific Grove, the Monterey Senior Center in Monterey, and the Oldemeyer Center in Seaside.
This Agreement also funds health promotion services at the Sally J Griffin Senior Center in Pacific Grove. Evidence based programs have been developed using research approaches and are proven to work to improve the health and well-being of senior participants. Specific interventions to be offered will include Tai Chi for arthritis and Matter of Balance for fall prevention.
OTHER AGENCY INVOLVEMENT:
The Auditor-Controller and Purchasing have reviewed and approved this Agreement. County Counsel has approved the agreement as to form.
FINANCING:
Funding is provided by the Older Americans Act (OAA). Sufficient appropriations and estimated revenues in SOC010 are included in the FY 2017-18 Recommended Budget. Approval of this action has no impact on the County General Fund contributions.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This Agreement correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by working towards the goals of improving health and quality of life outcomes by providing nutrition and health promotion services to seniors in Monterey County.
