RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Contracts/Purchasing Officer to sign a one-year Amendment No. 5 to Agreement No. A-12594 with the Monterey County Children and Families Commission DBA First 5 Monterey County adding $300,000, for a revised total amount not to exceed $1,500,000, for the revised full term of October 22, 2013 to June 30, 2018, to continue work in the Theory of Action in the categories of Outreach, Capacity Building, Implementation, Improving and Expanding the Early Childhood Development Initiative in Monterey County.
SUMMARY/DISCUSSION:
The County of Monterey through its legislative platform and budget allocations is very supportive of the development of an Early Childhood Development Initiative (ECDI) in Monterey County.
Early childhood development has been identified by both the Board of Supervisors and the Monterey County Children's Council as critical for the economic and social success of our county. Investments in quality early childhood development programs bring returns of 10-17% to the economy in the form of increased income and tax revenues as well as reductions in remedial programs and justice system expenditures. The California State Association of Counties (CSAC) recognized the critical importance of early childhood development programs and named 2013 as the Year of the Child. This Amendment No. 4 will provide continued support for upstream prevention programs for children and families.
The Board of Supervisors identified early childhood development as a priority in the Monterey County Legislative Program 2013-2014 and on November 13, 2013 approved Agreement No. A-12594 between the County of Monterey and First 5 Monterey County in the amount of $300,000 to finalize Phase 1 and to implement Phases 2 and 3 of the Early Childhood Development Initiative in Monterey County. The Early Childhood Development Initiative, now known as Bright Beginnings, which utilizes the Collective Impact model where cross-sector organizations work together to identify common goals, strategies and measurements to make the needed changes in a community.
Amendment No. 1 modified the payment provisions of the Agreement. All other terms and conditions remained the same. Amendment No. 2 increased funding by $300,000 for a total not to exceed $600,000 and extended the term from October 22, 2013 to June 30, 2015 with a revised Scope of Services. Amendment No. 3 increased funding by $300,000 for a total not to exceed $900,000; extended the Agreement for an additional year to June 30, 2016; and revised the Scope of Services. Amendment No. 4 increased funding by $300,000 for a total not to exceed $1,200,000; extend the Agreement for an additional year to June 30, 2017; and revise the Scope of Services. This action will allow First 5 Monterey County to support the local Collaborative Action Teams as they move through their Action Plans that include strategic Outreach and Capacity Building, and activities related to Implementing, Improving and Expanding. Amendment No. 5 will increase funding by $300,000 for a total not to exceed $1,500,000; extend the Agreement for an additional year to June 30, 2018; and revise the Scope of Services. This action will allow First 5 Monterey County to continue to utilize the collective impact framework which emphasizes five key elements: common vision, mutually reinforcing activities, continuous communication, shared data measurement, and backbone support.
This action will support the Monterey County Health Department’s 2011-2015 Strategic Plan Initiatives: 1. Empower the community to improve health through programs, policies, and activities; 2. Enhance community health and safety by emphasizing prevention; 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.
OTHER AGENCY INVOLVEMENT:
County Counsel and the Auditor-Controller have reviewed and approved this Amendment No. 5 as to legal form and fiscal provisions respectively.
FINANCING:
The total amount of this Agreement with approval of this Amendment No. 5 is $1,500,000. The Agreement is 100% funded by 1991 Realignment dollars. Appropriations for FY 2017-18 in the amount of $300,000 are included in the Health Department's (HEA003-8124) Fiscal Year 2017-18 Requested Budget.
