Receive a Quarterly Budget and Schedule Status Report on the Jail Housing Addition, Project 8819 (Project), for period ending June 30, 2017.

RECOMMENDATION:

It is recommended that the Capital Improvement Committee receive a Quarterly Budget and Schedule Status Report on the Jail Housing Addition, Project 8819 (Project), for period ending June 30, 2017.

 

SUMMARY/DISCUSSION:

Key schedule components and budget status are summarized below.

 

On June 6, 2017, the Board of Supervisors approved the award of the Jail Housing Addition, Project 8819, Bid Package No. 10568 to the lowest responsible and responsive bidder, S.J. Amoroso Construction Co., Inc., Redwood Shores, California in the amount of $66,277,000.

 

On July 21, 2017, State Public Works Board is scheduled to approve the AB-900 grant ($80,000,000) and issue official State approval to award contract.

 

Budget and Schedule:  The overall Project is on schedule and within budget.  Bids were opened on May 5, 2017. The lowest bid received was $66,700,000. Official Notice-to-Proceed to S.J. Amoroso Construction Co., Inc. is scheduled to be issued on July 24, 2017.

 

Design:  Architect Lionakis, Inc. continues to incorporate bid period addendums into the Construction Documents for State Fire Marshal signature and distribution to construction team.

Design work continues on a secured path through the construction area to ensure continued operation of the existing main entry for all visitors to the facility. The construction of the path will be an early change order for the project following the Notice to Proceed.

 

State Milestones:  The next milestone is County submittal to the State and approval of the Contract Award from the Public Works Board (SPWB), Pooled Money Investment Board (PMIB), and the Department of Finance (DOF) notice to Proceed to Construction on July 21, 2019.

 

CEQA Process:  The CEQA process is complete.

 

Real Estate Due Diligence:  Real Estate Due Diligence component is complete.

 

OTHER AGENCY INVOLVEMENT:

RMA-PW and the Office of the Sheriff continue to work jointly with Board of State and Community Corrections (BSCC) to meet all State requirements to maintain the conditional award by moving the project forward to construction.

 

FINANCING:

Total Project cost is $88,900,000, of which $8,900,000 was approved by the Board of Supervisors as the County’s match.  Total expenditures through the end of this quarter are $7,140,232. The remaining balance of the County’s match is $1,759,768. See Attachment A, Budget vs. Expenditure table.

 

The Board of Supervisors should expect an early project change order to provide a pathway for visitation during construction. The pathway was requested by the Board and could not be fully included into the bidding documents, therefore it will be included as a change order. The cost of this pathway will be within the project’s existing budgeted construction contingency and will be presented to the Board for approval if it exceeds the $150,000 threshold limit.
