a. Approve to retroactive renewal of the Paramedic Service Provider Agreement with the City of Carmel-by-the-Sea for the provision of paramedic services in the County of Monterey retroactive to October 6, 2016 and to extend the agreement on the same terms and conditions to June 30, 2018;

b. Authorize the Emergency Medical Services (EMS) Agency Director to execute the agreement to retroactively renew and extend the Paramedic Service Provider Agreement with the above provider.

 

Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve Agreement to Retroactively Renew the Paramedic Service Provider Agreement with the City of Carmel-by-the-Sea to renew prior agreement for the provision of paramedic services in the County of Monterey retroactive to October 6, 2016 and to extend the agreement on the same terms and conditions to June 30, 2018;

b.                     Authorize the Emergency Medical Services (EMS) Agency Director to execute the agreement to retroactively renew and extend the Paramedic Service Provider Agreement with the above provider.

 

SUMMARY:

On November 1, 2011, the Monterey County Board of Supervisors approved and authorized the EMS Director to sign and execute Paramedic Service Provider Agreements with public agencies wishing to provide paramedic services in the County of Monterey.  The Paramedic Service Provider Agreement with the City of Carmel-by-the-Sea expired on October 6, 2016. 

 

Unfortunately, neither party to the agreement realized the agreements had expired. Accordingly, the parties wish to renew the agreement and extend it through June 30, 2018 to allow time to review and, if needed, revise the agreement to reflect the landscape of our current EMS system.    Due to staffing changes in both agencies, it took longer than anticipated to process this Agreement. 

 

DISCUSSION:

The Emergency Medical Services (EMS) Agency is designated under California law by Monterey County as the local Emergency Medical Services Agency responsible for planning, implementing, and evaluating the local EMS system throughout Monterey County.  Under California law, no person or organization may provide “advanced life support,” also known as “paramedic services,” unless that person or organization is an authorized part of the emergency medical service system of the local EMS agency.

 

Accordingly, under California law, a paramedic service provider must have a written agreement with the local EMS agency to participate in the EMS system and to comply with all applicable state regulations and local policies and procedures, including participation in the local EMS agency’s Continuous Quality Improvement (“CQI”) program.

 

The original Paramedic Service Provider Agreement was reviewed and approved by the Emergency Medical Care Committee (EMCC) on September 14, 2011 and by the Monterey County Board of Supervisors on November 1, 2011.  The extension of the agreement will allow the parties time to review and, if needed, revise the agreement to reflect the landscape of our current EMS system.

 

This work is not directly in support of a Health Department strategic initiative, it is in support of one or more of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provision of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

County Counsel has approved the Agreement to Retroactively Renew the Paramedic Service Provider Agreement with the City of Carmel-by-the-Sea as to legal form.

 

FINANCING:

This agreement will have no impact on the General Fund Contribution.
