Approve and authorize the Auditor-Controller to execute Amendment No. 2 to CGI Technologies Statement of Work No. 12 to include an increase of $804,290 for CGI staff to provide consulting support to meet the revised go-live date for the CGI Advantage ERP System 3.10 related to the Human Resource Management module (HRM).

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Auditor/Controller to execute an extension to CGI Technologies (CGI) Master Services Agreement, to extend and amend the Agreement for a five-year period ending on April 7, 2023 with no additional costs; and
b. Approve and authorize the Auditor-Controller to execute Amendment No. 2 to CGI Technologies Statement of Work No. 12 to include an increase of $804,290 for CGI staff to provide consulting support to meet the revised go-live date for the CGI Advantage ERP System 3.10 related to the Human Resource Management module (HRM).
SUMMARY/DISCUSSION:
In April 2008, the Board of Supervisors approved and authorized the Contracts/Purchasing Officer to sign the Enterprise Resource Planning (ERP) Master Services Agreement (MSA) with CGI Technologies. The MSA will expire pursuant to its terms on April 7, 2018.
The County is requesting to extend and amend the MSA for a five-year period ending on April 7, 2023. This will allow for continued consulting support from CGI staff including post cutover support. No additional costs will be associated with the MSA.
Amendment No. 2 to the Statement of Work No. 12 (SOW) is to extend the CGI staff to provide consulting support to the County to meet the revised go-live. The amendment includes additional support for automated online performance testing, planning and extension of User Acceptance Testing (UAT), and training materials development support at a cost of $321,460. CGI automated online performance testing for 3.10 will encompass the execution of standard transactions. It will measure the response time and transaction throughput while simulating the expected production online workload. Planning and execution of UAT provided by CGI will include development of a project schedule, planning checklist and recommended logging process. CGI will also provide subject matter expertise to provide a structured approach to UAT execution, as well as support for the development of training materials. The period for the UAT will be extended from 12 weeks to 16 weeks.
Since the go-live date for HRM has been extended the County is requesting a schedule extension to February 2018 which will also maintain the existing three (3) month post cutover support commencing one (1) day after the go live date. The CGI project management team costs associated with the required schedule extension is $482,830, bringing the total costs for Amendment No. 2 to SOW 12 to $804,290.
OTHER AGENCY INVOLVEMENT:
The County Administrative Office and the Information Technology Department have been consulted in the preparation of this recommendation.
FINANCING:
Amendment No. 2 to SOW 12 will be financed through prior year cost savings in the existing ERP Systems Upgrade Cost Allocation to County departments. Therefore, no additional financing source for the project or Departments is requested for this amendment. As circumstances have required, the extension of “Go-Live” until February 2018 “may” necessitate additional internal resources to provide subject matter expertise. As the process unfolds, the Office of the Auditor/Controller will apprise the Board.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
The recommended action complies with the Board of Supervisors Strategic Initiatives for Administration. Obtaining continued consulting support and subject matter expertise from CGI staff will assist the County with efficiently and effectively transitioning HRM from version 3.7 to 3.10.
