Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve and retroactively authorize the Executive Director of the Monterey County Workforce Development Board to execute Amendment No. 1 to the non-standard Agreement with Chmura Economics & Analytics, LLC to provide for an additional one year subscription to JobsEQ® labor market software, beginning April 1, 2017 through March 30, 2018, for a revised amount of $9,990 (an increase of $4,995), and a revised term of April 1, 2016 through March 31, 2018; and

SUMMARY:

Chmura Economics & Analytics, LLC -  JobsEQ® (“Chmura”) is an online labor market software license subscription that allows authorized users to obtain answers to comprehensive questions, including “real-time” employment statistics and trends, job forecasts, wages, educational data (projected completions, certifications and degrees), demographics, and firm-specific information that convert data into decision-ready information that can be analyzed over a span of time. 

 

This Amendment No. 1 extends the original Agreement for an additional year.  Approval of this recommendation will help the Monterey County Workforce Development Board to monitor and forecast local and regional economic trends, as well as aid workforce professionals, employers and job seekers to make career, education, and economic development decisions that promote stable employment and economic growth.  This work supports the Workforce Development Board’s 2013-2017 Strategic Plan initiatives that support system alignment and accountability, service integration and continuous improvement, using high quality and actionable labor market data to support evidence-based policymaking.

 

Amendment No. 1 does not change the non-standard provisions previously approved by the Board.  The Interim Executive Director of the Monterey County Workforce Development Board recommends moving forward as Chmura Economics & Analytics, LLC has provided proof of commercial general liability insurance and endorsements, even if it did not accept all County standard insurance provisions. This is an online software license subscription and will not require on-site training or assistance.

 

The Board’s approval and authorization is sought on a retroactive basis due to extenuating circumstances that have had a significant impact on staff time and resources.  Approval of this action will ensure that the subscription will continue with no lapse as well as payment of pending and future invoices for services provided as part of this agreement.

 

OTHER AGENCY INVOLVEMENT:

County Counsel cannot approve due to the continuance of non-standard provisions. Risk does not approve non-standard insurance and indemnity provisions.  The Auditor-Controller approved the original Agreement and Contracts/Purchasing has reviewed the original Agreement.

 

FINANCING:

Workforce Innovation and Opportunity Act (WIOA) Rapid Response grant funds in the amount of $4,995 will be used to fund this software license subscription and is budgeted in Fund 007, Appropriations Unit DEO 026, Unit 8427.  There is no financial impact to the General Fund resulting from approval of this Agreement - Amendment No. 1.
