RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Contracts Purchasing Officer or the Contracts Purchasing Supervisor to execute Amendment No. 1 to the Agreement between PCM-G, a Microsoft licensing reseller, adding $54,366 to the existing amount of $894,149, for the purchase of an additional 426 Enterprise Mobility Solution (EMS) licenses to support Office 365 users with desktop services, mobile security and password management, for a revised total agreement amount not to exceed $948,515.

 

SUMMARY:

On March 24, 2015, the Board of Supervisors approved a non-standard State and Local Agency Enterprise Enrollment Volume Licensing Agreement with PCM-G, a Microsoft licensing reseller in the amount of $894,149, on an “as-needed” basis, for the provision of various software subscription, software maintenance/support, and implementation services. This agreement with PCM-G provided for the Enterprise Mobility Solution (EMS) subscription, which is an application that is supported in conjunction with the Microsoft Office 365 Gov E3 product. The Information Technology Department (ITD) wishes to increase the total contract amount by $54,366 to purchase an additional 426 EMS software subscriptions to meet the needs of the County.  

 

DISCUSSION:

ITD’s contract with PCM-G, authorized the County to procure the EMS subscription and maintenance licenses, which interacts with Microsoft Office365 software. 

 

These licenses enable users access to server based applications, remote password resets through Microsoft online, and provide security for mobile applications through Microsoft Office 365 product. 

 

ITD works closely with the Departments to determine the total of licenses required, but due to the changing operation needs of the County to include part-time and temporary employees, it is necessary to add an additional 426 EMS licenses and subscription support.

 

The non-standard provisions previously approved by the Board are unchanged by the proposed Amendment. 

 

OTHER AGENCY INVOLVEMENT:

County Counsel cannot approve due to continuance of non-standard provisions. Risk Management does not approve non-standard insurance and indemnity provisions.

 

FINANCING:

Funding for the increased agreement amount is included in the Information Technology Department 1930 budget for Fiscal Year 2017-18 under Appropriation INF002, Unit 8439.  All future year costs will be included in the submitted budget for each of the respective fiscal years.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The execution of the proposed PCM-G amendment furthers the efficient administration of County business by enabling the County to continue to provide secure mobile workstations that support County Departments.
