RECOMMENDATION:

It is recommended that the Board of Supervisors:

 

a.                     Adopt Plans and Special Provisions for the State Route 1 Climbing Lane between Carmel Valley Road and Rio Road, Project No. 8690; and

b.                     Authorize the Resource Management Agency Director to advertise the “Notice to Bidders” in the Monterey County Weekly.

 

SUMMARY:

Adopting the Plans and Special Provisions and authorizing the Resource Management Agency (RMA) to advertise the State Route 1 Climbing Lane project, between Carmel Valley Road and Rio Road, will allow the RMA to proceed with the construction phase of the project and solicit construction bids.  RMA will return to the Board in October to award the project.

 

DISCUSSION:

The purpose of the project is to improve traffic flow on State Highway 1 between Rio Road and Carmel Valley Road by constructing a northbound climbing lane on State Highway 1. The project consists, in general, of constructing a second northbound through lane (climbing lane) on the east side of State Route 1 between Rio Road and Carmel Valley Road.  The project will also upgrade the wooden signal poles at the intersection of State Route 1 and Carmel Valley Road.

 

Project construction is anticipated to begin in fall 2017.

 

In compliance with the California Environmental Quality Act (CEQA), The State Department of Transportation (Caltrans) adopted a Mitigated Negative Declaration (MND) in April 2012 and an addendum to the MND in February 2017.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel, Auditor-Controller, and Risk Management have reviewed and approved the Special Provisions as to form and legality, fiscal terms, and insurance provisions respectively.

 

 

 

FINANCING:

The total estimated Project cost, including engineering, environmental, right-of-way and construction, is $5,776,364.  Funding from a variety of State and local revenue in the amount of $5,776,364 has been authorized for design, environmental, right-of-way and construction of the Project.  The adopted FY 2017-18 Road Fund 002, Appropriation Unit RMA012 budget includes $4,169,698 in appropriations available to finance the construction phase of the project.  The project is expected to be completed in FY 2017-18.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The project is to construct an improvement to the transportation infrastructure that will reduce traffic travel times and increase safety on State Route 1 between Carmel Valley Road and Rio Road.  The recommended action supports the following Board of Supervisors’ Strategic Initiatives:
