RECOMMENDATION:
It is recommended that the Board of Supervisors adopt a resolution approving an amendment to the Joint Exercise of Powers Agreement for the Monterey Regional Water Pollution Control Agency to change its name and logo to “Monterey One Water.”
SUMMARY/DISCUSSION:
Monterey Regional Water Pollution Control Agency (MRWPCA) was formed in 1972 to help provide a regional solution for treating member entities wastewater flows. The County of Monterey joined the MRWPCA Joint Powers Authority in 1979.
Over the past five years, MRWPCA has worked towards utilizing a variety of wastewater sources for beneficial reuse. This effort has been aided by the region’s response to water conservation campaigns, a historic 5-year statewide drought, and rising costs of delivering potable water to local communities. A shift has occurred within the water and wastewater industries to view all water, wastewater, and stormwater supplies as potential sources for local potable demands. The MRWPCA is proposing and recommending to its members that the MRWPCA change its name and logo to “Monterey One Water” (Attachment A) to reflect the services currently provided by the MRWPCA. With the approval of the name change, the tagline of the agency will be changed to “Providing Cooperative Water Solutions.”
The name of the MRWPCA is specified in the Joint Exercise of Powers Agreement. For the name change to become effective, each member agency must adopt a resolution (Attachment B) approving an amendment to the Agreement. A draft Amended Joint Exercise of Powers Agreement for the MRWPCA is found in Attachment C.
OTHER AGENCY INVOLVEMENT:
MRWPCA/Monterey One Water is a Joint Powers Agency (JPA) comprised of 12 entities joining the regional wastewater system. The MRWPCA Board includes a representative from each of the following:
• City of Del Rey Oaks
• City of Monterey
• City of Pacific Grove
• City of Salinas
• City of Sand City
• City of Seaside
• County of Monterey
• Marina Coast Water District
• Castroville Community Services District
• Moss Landing County Sanitation District
• Boronda County Sanitation District
• US Army at Fort Ord (ex-official member)
FINANCING:
Approval of this recommendation will not result in additional general fund impacts.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
Activities of the MRWPCA (Monterey One Water) relates to the Board of Supervisors Strategic Initiatives for Health and Human Services, Infrastructure, and Public Safety. MRWPCA provides critical services to meet the wastewater and water recycling needs in several areas in Monterey County.
