Authorize the Registrar of Voters to render specified election services to North Monterey County Unified School District for the November 7, 2017 School District Election.

RECOMMENDATION:

It is recommended that the Board of Supervisors:

Authorize the Registrar of Voters to render specified election services to the North Monterey County Unified School District for the November 7, 2017, School District Election.

 

SUMMARY:

California Elections Code Sections 10002 and 10400 et seq., provide that a city or district may, by resolution, request that the Board of Supervisors authorize the Registrar of Voters to render election services relating to the conduct of an election. 

 

The North Monterey County Unified School District filed Resolutions No. 2016-1734, 2017-1802, and 2017-1803 as attached in Exhibit A, Exhibit B, and Exhibit C.

 

If services are authorized by the Board, the Registrar will enter into a standard Elections Agreement with the North Monterey County Unified School District.

 

DISCUSSION:

On May 25, 2017, the North Monterey County Unified School District adopted Resolution 2016-1734 to request the Monterey County Elections Department conduct an election to be held on November 7, 2017 to fill district governing board member seats.

 

On August 3, 2017, the North Monterey County Unified School District adopted Resolutions 2017-1803 and 2017-1803 giving notice of holding an election on November 7, 2017 for two proposed bond measures. 

 

Election services will be provided upon approval of the Board of Supervisors.  The Elections Department routinely conducts elections on behalf of local cities and districts, which reimburse the County for all related expenses with the District.

 

Copies of Resolution No. 2016-1734, 2017-1802, and 2017-1803 constitutes Exhibit A, Exhibit B, and Exhibit C, are on file with the Clerk of the Board.

 

OTHER AGENCY INVOLVEMENT:

The North Monterey County Unified School District has adopted Resolutions No. 2016-1734, 2017-1802, and 2017-1803 requesting that the Registrar of Voters provide election services for the November 7, 2017 election.  County Counsel reviewed this report and if any changes are made to the standard Elections Agreement it will be subject to approval by County Counsel.

 

FINANCING:

The Fiscal Year 2017-18 approved budget for Elections already includes estimated expenditures and revenue for this election.

 

California Elections Code Section 10002 mandates that all jurisdictions requesting election services from the County shall reimburse the County for the services performed.  There will be no additional cost to the County General Fund associated with this recommendation.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

Approval of this agreement will enable the Elections Department to provide election services as required by law to the Monterey County electorate.
