RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve and Authorize the Sheriff or Undersheriff to sign a Memorandum of Understanding (MOU) governing Monterey County Sheriff's Office (MCSO) and the City of Salinas for creation and maintenance of California Law Enforcement Telecommunications System (CLETS) pass through interface between MCSO's TracNet program and City of Salinas's TriTech program to allow for inquiry into and updating of CLETS data.

b.                     Authorize the Sheriff or Undersheriff to approve up to three (3) future amendments to this agreement where the amendments to the agreement do not significantly alter the scope of work.

 

SUMMARY:

 

The Monterey County Sheriff's Office (hereinafter MCSO) and City of Salinas request formal approval of this Memorandum of Understanding (MOU) governing  construction of an interface, and payment by City of Salinas to MCSO for costs associated with the MOU.

 

DISCUSSION:

 

The City of Salinas has asked for permission to have a pass-through interface to CLETS to allow them to inquire into and update CLETS data. Creation of the interface will be done by TracNet, Inc, our Jail and Records Management System,  and because there are costs involved  with the interface creation and ongoing maintenance, this MOU was created to allow City of Salinas to pay those costs, and to authorize MCSO, as the TracNet contracting agent, the ability to assess these costs back to City as outlined in the MOU.

 

The MOU has been approved by City of Salinas, and has already been routed. It is being presented to your Board so you are aware of the agreement and in the interests of transparency in government.

 

A copy of this MOU is on file with the Clerk to the Board.

 

OTHER AGENCY INVOLVEMENT:

 

County Counsel has approved the MOU as to legal fonn and the Auditor-Controller has reviewed the MOU for fiscal provisions.  County Information Technology and the MCSO Information Technology group have reviewed this MOU, as has the City of Salinas.

 

FINANCING:

 

This MOU gives the Sheriff the right to assess back to City of Salinas the pre-quoted costs of construction of the interface and the annual maintenance. The agreed upon cost for the Interface construction is $30,000, with an annual maintenance fee of $5,400 for FY 2017-18.   For Fiscal Year 2017-18, there is a small allowance ($2,500.00) that will be billed to the City of Salinas, based on actual hours incurred, for MCSO staff time spent coordinating with TracNet and trouble-shooting this interface.

 

The maintenance fees for TracNet go up 2.5% per year, and this cost increase is noted within the MOU. 

 

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

 

This contract meets the Board's strategic initiatives by creating efficiencies for both City of Salinas and for MCSO.  It increases interagency collaboration and cooperation.
