RECOMMENDATION:

It is recommended that the Board of Supervisors adopt a Resolution to:

Authorize the Auditor-Controller to amend the FY 2017-18 adopted budget for County Service Area 51 High Meadows, Fund 078-3000-8198-RMA074, increasing appropriations in the amount of $89,085 where Fund 078 Unassigned Fund Balance is the financing source (4/5th vote required).

 

SUMMARY/DISCUSSION:

County Service Area (CSA) 51 High Meadows is located off of California State Route 1, in a native Monterey pine forest situated between Jacks Peak and the City of Carmel-by-the-Sea.  CSA 51 has many Monterey pine trees near the roadway and over time the tree roots have created bumps and buckling of the asphalt surface.  Outlook Drive has a number of areas where the tree roots have damaged the road to the point that those areas now represent a safety hazard and must be repaired.

 

Monterey County Public Works, Special Districts and the Fifth District Supervisor’s office have received complaints about the condition of the road from residents that live in CSA 51 High Meadows and the local homeowners association.  During the FY 2017-18 budget development, the cost for the Outlook Drive road project was unknown and therefore not included in the annual budget.  However, in June of 2017, a job order contracting (JOC) project was initiated with the Gordian Group and Granite Construction, resulting in a quote for construction costs totaling $89,085.

 

The requested appropriation of $89,085 would fund the road repairs on Outlook Drive. There are sufficient funds available to cover the cost of this action in Fund 78 Unassigned Fund Balance.

 

OTHER AGENCY INVOLVEMENT:

This report was approved by the Budget Committee on August 30, 2017.

 

FINANCING:

The recommended action will increase the FY 2017-18 adopted budget appropriations in Fund 078, Appropriations Unit RMA074 by $89,085, financed by Fund 078 Unassigned Fund Balance (4/5th vote required).

 

The FY 2017-18 estimated beginning fund balance for the CSA 51 High Meadows, Fund 078, is $164,684; final numbers are typically available six (6) months after the end of a fiscal year.  The recommended action will reduce fund balance by $89,085, leaving a balance of $75,599.  Based on the FY 2017-18 adopted budget, it is anticipated that $13,124 will be removed from the fund balance and with the recommended action, the fund balance will be reduced further by $89,085 for an estimated fund balance of $62,475 at the end of FY 2017-18.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The requested budget appropriation for CSA 51 High Meadows will adhere to numerous Monterey County Board of Supervisors Strategic Initiatives.  Public safety will be increased by repairing the damaged road sections on Outlook Drive which will allow vehicles to remain in their lane of travel rather than entering opposing traffic to avoid the rough road sections.  By removing existing tree roots near County roads and repairing damaged road surfaces, infrastructure will be maintained by limiting future road deterioration.
