RECOMMENDATION:
It is recommended that the Monterey County Water Resources Agency Board of Directors:

Approve the Agreement for Services with the Resource Conservation District of Monterey County for an assessment of the Salinas River Stream Maintenance Program for an amount not to exceed $48,000, and authorize the General Manager to execute the Agreement, upon approval by County Counsel.

SUMMARY/DISCUSSION:
On February 18, 2016 Senator Antony Canella introduced Senate Bill 1264 appropriating $1,000,000 from the California State General Fund to the Monterey County Water Resources Agency (Agency), for use in the Salinas River, to assist in the removal of excess vegetation and trash, increase efficiency of instream flow using sediment and vegetation management strategies, and support the development and implementation of long-term management policies. The California Coastal Conservancy (CCC) was identified as the granting agency and approved a grant agreement with MCWRA at the CCC Board meeting on June 15, 2017.

The Agency has a grant agreement in place with the CCC and CCC staff has authorized work to begin based on the work plan. Task 2 of the Work Plan includes monitoring and assessment of the Salinas River Stream Maintenance Program. This proposed multi-year Agreement will cover a portion of those activities. The Resource Conservation District of Monterey County has partnered with the Agency and has been collecting and analyzing data related to the program since 2014. The grant completion date is April 25, 2019.
