RECOMMENDATION:

It is recommended that the Board of Supervisors:

 

a.   Approve Amendment No. 2 to the Standard Agreement with Netronix Integration, Inc. to continue to provide services associated with annual security maintenance and system software support for the access control and CCTV systems, including on-call service and repairs, at 168 West Alisal Street and 1488 Schilling Place in Salinas, to increase the not to exceed amount of $97,730 by $122,235 for a total amount not to exceed $219,965, and extend the expiration date from September 30, 2017 for three (3) additional years through September 30, 2020, for a revised term from September 21, 2015 to September 30, 2020; and

 

b.   Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute Amendment No. 2 to the Standard Agreement and future amendments that do not significantly alter the scope of work or change the approved Agreement amount.

 

SUMMARY/DISCUSSION:

The County of Monterey (County) Resource Management Agency (RMA) contracted services associated with annual security maintenance and system software support for the access control systems and CCTV systems, including on-call service and repairs, for equipment installed at 168 West Alisal Street and 1488 Schilling Place in Salinas through the vendor, Netronix Integration, Inc. (Netronix) from September 21, 2015 through September 30, 2016 pursuant to a Standard Agreement (SA).  Said SA was extended for one (1) additional year through September 30, 2017 pursuant to Amendment No. 1 to said SA.  The services are needed to maintain security systems of both government center facilities for the safety of the public and County staff.  It is staff’s recommendation to continue services with this vendor to maintain the present security system in its current operation and configuration without interruption.

 

Amendment No. 2 to the SA between the County and Netronix will increase the not to exceed amount of $97,730 by $122,235 for a total amount not to exceed $219,965, and extend the expiration date from September 30, 2017 for three (3) additional years through September 30, 2020, for a revised term from September 21, 2015 to September 30, 2020.

 

Attachment D provides a summary of the SA to date.  Attachment E provides a summary of the SA annual expenditures and balance.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel and Auditor-Controller’s Office have reviewed and approved Amendment No. 2 as to form and legality, and fiscal provisions, respectively.

 

FINANCING:

Costs associated with Amendment No. 2 to the SA with Netronix are anticipated to be incurred over the next three (3) fiscal years (FY): 2017-18, 2018-19, and 2019-20.  The costs include a security maintenance fee of $19, 805 for 168 West Alisal Street, a security maintenance fee of $15,940 for 1488 Schilling Place, and an on-call services and repairs fee of $5,000 for a total annual fee of $40,745 or $122,235 for a three (3) year period.  Sufficient appropriations are available in the adopted FY 2017-18 budget Fund 001-3000-8176-RMA006.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

Amendment No. 2 to the SA with Netronix will allow for continued preventative maintenance, system software support and on-call services for the access control and CCTV systems to ensure public and employee safety at the 168 West Alisal Street and 1488 Schilling Place buildings in Salinas.
