RECOMMENDATION:

a.                     Authorize the Contract/Purchasing Officer to sign a four-year Agreement in the amount of $510,335 with First 5 Monterey County to support the Probation Department’s Child Advocate Program retroactive to July 1, 2017 through June 30, 2021; and

b.                     Authorize the Contract/Purchasing Officer to sign up to three (3) future amendments to this Agreement where the amendments do not exceed ten percent (10%) of the original contract amount, $51,033, and do not significantly change the scope of work.

 

SUMMARY:

Probation has been a recipient of First 5 Monterey County funding since 2003, providing valuable services to children age 0 to five who have been exposed to domestic violence.

 

As a partner of the Monterey County Screening Team for Assessment, Referral, and Treatment (MCSTART) Interagency Service Collaborative, Probation has been allocated grant funding to support the Child Advocate Program for four years, from July 1, 2017 through June 30, 2021.  The proposed Agreement identified roles and responsibilities, and level of services during the grant award period.

 

DISCUSSION:

The Monterey County Screening Team for Assessment, Referral, and Treatment (MCSTART) Interagency Service Collaborative has a strong partnership with local agencies and organizations serving children from prenatal to five years old.  The collaboration focuses on supporting the healthy development of children and families facing multiple vulnerabilities and risk factors by strengthening connections and improving quality of family life within a whole system of care and support.

 

The Child Advocate Program (CAP) provides service to children ages 0-5 years who were exposed to domestic violence, child abuse or toxic stress.  The focus of the program is to ensure that children from violent or extremely chaotic home environments are developmentally and emotionally prepared to enter kindergarten.  The CAP Unit is staffed with one Probation Officer and two Child Advocates, which intensely monitors each family. The team provides ongoing home visitation to help insure a safe and stable environment, group parent education classes, and offer referrals to community resources, parent education and counseling, based on the needs identified by the team.  The Unit works with approximately 120 families per year.

 

First 5 partly funds about 47% of the cost for the Child Advocate Program, and includes funding for bilingual counseling services to the children and families served by CAP.

 A copy of the Agreement is on file with the Clerk to the Board.

 

OTHER AGENCY INVOLVEMENT:

The Agreement for First 5 funding has been approved by County Counsel as to legal form and by the Auditor-Controller as to fiscal terms.

 

FINANCING:

Funding in the amount of $120,907 to support the program is already included in Probation’s Budget for FY 17-18.  Funding for $126,152 is also allocated to Probation for fiscal year 2018-2019, $129,691 for fiscal year 2019-2020 and $133,585 for fiscal year 2020-2021, for a total of $510,335 for the duration of the four-year grant. There will be no impact on General Fund Contributions associated with this recommendation.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This recommendation supports the Board of Supervisor Strategic Initiatives of: a) Health and Human Services by improving quality of life and providing a healthy environment for children; and b) Public Safety by ensuring a safe family environment through crisis intervention, family stabilization, referral to services, and monitoring and supervision.
