RECOMMENDATION:
It is recommended that the Board of Supervisors:
Adopt one resolution appointing candidates to Primary and Alternate Director positions on the Permanent Salinas Valley Basin Groundwater Sustainability Agency Board of Directors.

SUMMARY/DISCUSSION:
In December of 2016 the Salinas Valley Basin Groundwater Sustainability Agency ("SVBGSA") was formed as a Joint Powers Authority by the County, Water Resources Agency, Cities of Salinas, Soledad, Gonzales and King, Castroville Community Services District and Monterey One Water (formerly the Monterey Regional Water Pollution Control Agency). Each of the members has appointing authority for certain Director positions on the SVBGSA's Board of Directors. The County is responsible for the appointment of a primary and alternate for each of seven Director positions. The SVBGSA has been governed by an Initial Board of Directors since constituted in March of 2017. That Initial Board will dissolve on September 30, 2017, and a Permanent Board must be constituted. Initially, the terms of Directors on the Permanent Board will be staggered so that not all Director positions will be vacant at once.

A further discussion of the nominating and appointment process for the SVBGSA Director positions is enclosed as Attachment A. A matrix of the appointments for the Board to consider, indicating the specific term for each Director position, is enclosed as Attachment B. Applications for the Public Member positions (with certain personal information redacted) are enclosed as Attachment C. A draft resolution for the appointments is enclosed as Attachment D.

OTHER AGENCY INVOLVEMENT:
The CAO's office concurs in the recommendation.

FINANCING:
There is no expense associated with the appointment of the Directors.
