RECOMMENDATION:

It is recommended that the Board of Supervisors:

Adopt a Resolution to approve closure of selected County departments and/or divisions located on and in the vicinity of La Guardia Street, Salinas, California for the California International Airshow for Friday, September 29, 2017, 3:00 p.m. to 5:00 p.m.; and for this purpose only, waive Ordinance No. 766, fixing the day and hours of operation of County offices.

SUMMARY/DISCUSSION:

On September 7, 2017, the County received a notice from Don Chapin III, President of the California International Airshow, informing the County that the Federal Aviation Administration (FAA) requires a high speed acrobatic box for acts of the F-22 that is “sterilized” (no personnel), which would require closure and vacating of certain County office space within the corridor outlined by the FAA.  This corridor includes selected County offices located on LaGuardia Street, housing certain units for the County’s Department of Child Support Services, Department of Social Services (including One-Stop Center) and the Office of Employment and Training.

 

On September 30t, 2017 through October 1, 2017, the Salinas International Airshow will be celebrating its 37th anniversary.  This year, as the Air Show includes flying of F-22 aircraft, the Federal Aviation Administration (FAA) requires a high speed acrobatic box for acts as the F-22 that is sterilized (cleared of all persons).

 

In order to implement the County closure of these County offices and release of employees on Friday, September 29, 2017 at shortly before 3:00 p.m. through 5:00 p.m., County Ordinance No. 766 (Attachment B) fixing the day and hours of operation will need to be waived for this purpose only.

 

It is therefore recommended your Board approve the recommended actions.

 

OTHER AGENCY INVOLVEMENT:

The County Administrative Office concurs with this recommendation.  All impacted County Department Heads were consulted and provided their input to the County office closure schedule.

 

FINANCING:

The only financial impact would be any cost associated with release of the employees from the LaGuardia Street locations for the two-hour period.  The County is looking at providing training opportunities for the impacted employees during the time they are unable to be at their regular work locations.
