Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Authorize the Director of Health or Assistant Director of Health to accept the $6,000,000 Proposition 47 Grant entitled “No Zip Code Left Behind: Addressing Inequalities Through Collaborative Partnerships” from the State of California Board of State and Community Corrections (“BSCC”) to fund mental health services, substance use disorder services, housing related assistance, and community based supportive services; and

b.                     Authorize the Director of Health or Assistant Director of Health to execute the Grant Agreement No. BSCC 543-17 with BSCC for a total Grant amount of $6,000,000 for the grant period from June 16, 2017 to August 15, 2020.

 

SUMMARY/DISCUSSION:

The Board of State and Community Corrections has awarded a 39 month $6,000,000 grant to the Monterey County Health Department, Behavioral Health Bureau. The Grant entitled “No Zip Code Left Behind: Addressing Inequalities Through Collaborative Partnerships” will focus on

individuals in the criminal justice system in need of mental health, substance abuse treatment and supportive services needed to eliminate barriers to successful reintegration into society and reduce the recidivism rate of people convicted of less serious crimes.

 

The goals and objectives for this proposal focuses on increasing the progression and recovery rate of this population by providing local substance use disorder services such as residential treatment slots, outpatient services and sober living environments along with mental health services and job training services. The project will provide services to 300 individuals over 3 years, a minimum of 40 residential treatment clients and 60 outpatient clients per year.

 

Additionally, a Sobering Center will be established in Salinas which will provide services tailored to the participant’s level of intoxication from alcohol and/or other drugs to achieve a safe and supportive short-stay service with qualified staff on site at all times. These services will free-up law enforcement time and monies and will contribute to the public health and safety of the community by providing clients with a place to sober-up with the goal of engaging them in follow-up substance use treatment services and/or other necessary supportive services and resources.

 

The program team will consist of a Project Director, 2.0 FTE Psychiatric Social Workers (PSWs), and 1.0 FTE Deputy Public Defender (DPD).  In addition, contractual services will be provided for: Substance Use Disorder Treatment Services, Employment and Legal Supportive Services and Evaluation and Performance Assessment as a measurement tool of the Proposition 47 grant program implementation. The Public Defender’s office will be working closely with our proposed contract collaborators to assist with the reclassification of Prop 47 clients from a non-violent felony to a misdemeanor.

 

This work supports the Monterey County Health Department 2011-2015 strategic plan initiative: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

County Counsel, Risk Management, and the Auditor-Controller have reviewed this Agreement as to legal form, insurance requirements, and fiscal provisions respectively.

 

FINANCING

The Proposition 47 Grant provides additional funding as follows: $2,489,678 for June 16, 2017 to June 30, 2018, $1,755,752 for July 1, 2018 to June 30, 2019 and $ 1,754,570 for July 1, 2019-August 15, 2020. As the grant award occurred after the adoption of the Fiscal Year’s 2017-18 Budget, the associated revenue and expenditures are not included in the Department’s current year’s operational budget. The Department will evaluate the need to increase Revenue and Appropriations at mid-year, and if necessary, will work with the County Administrative Budget and Analysis Division to implement the adjustments deemed appropriate to accommodate the Department’s programmatic activities.
