Approve adding the 1200 Aguajito Road Seismic Assessment, Project No. 8584, to the approved FY 2017-18 Fund 401 - Facilities Maintenance Project list in the amount of $125,000 where the funding source would be out of the FY 2017-18 Adopted Budget in Fund 401 Project Improvements To Be Determined (TBD) line item budgeted at $1,575,096.

RECOMMENDATION:

It is recommended that the Board of Supervisors approve adding the 1200 Aguajito Road Seismic Assessment, Project No. 8584, to the approved FY 2017-18 Fund 401 - Facilities Maintenance Project list in the amount of $125,000 and reducing the Project Improvements TBD line item that was included in the FY 2017-18 Adopted Budget under Fund 401 by $125,000. 

 

SUMMARY/DISCUSSION:

A comprehensive study of court facilities commissioned by the Judicial Council of California (JCC), entitled Seismic Risk Rating of California Superior Court Buildings, dated March 2017, (JCC Study) rated all of its sites.  A finding in the JCC Study categorizes the four (4) story Monterey Courthouse structure located at 1200 Aguajito Road, Monterey, California as Very High Risk (VHR).  A rating of VHR prioritizes these facilities among all others for mitigation and contingency planning.  The Monterey Courthouse structure at 1200 Aguajito Road will not be assessed further by the JCC because the Courthouse structure remains in County ownership.

 

In an effort to determine seismic stability and better understand the potential costs for retrofit, the County proposes to commission a more detailed assessment with cost estimating and prioritization of retrofits.  The County’s assessment will evaluate all three (3) of the major structures at the Monterey Courthouse Facility, identified as the Monterey Courthouse, the Monterey Courthouse Annex and the detached Parking Structure (as shown in the attached plan view), totaling approximately 116,000 square feet.  

 

The approved FY 2017-18 Fund 401 - Facilities Maintenance Project list includes a line item for Project Improvements TBD in the amount of $1,575,096.  Staff is requesting to utilize $125,000 of the Project Improvements TBD appropriations for the 1200 Aguajito Road Seismic Assessment, Project No. 8584, to complete the assessment which will reduce the Project Improvements TBD allocation to $1,450,096.  If approved, the Resource Management Agency (RMA) will initiate the seismic assessment of the Monterey Courthouse Facility.  RIM Architects, Inc., San Francisco, and sub-consultant ZFA Structural Engineers, San Francisco, have submitted a proposal that is responsive to the scope of work.  RIM Architects, Inc. is among six (6) firms who were awarded On-Call Agreements in 2014 by competitive process (RFQ #10456) for Architectural and Engineering Services over $100,000.  Completion of the assessment is anticipated to be two (2) months from authorization to proceed.

 

OTHER AGENCY INVOLVEMENT:

The recommended action was supported by the Budget Committee and the Capital Improvement Committee in August and September, respectively.

 

FINANCING:

The FY 2017-18 adopted budget includes sufficient appropriations in the Facilities Maintenance Projects Fund 401, Appropriation Unit RMA004 to support the $125,000 cost to complete the seismic assessment of all three (3) of the major structures at the Monterey Courthouse Facility.  Although the 1200 Aguajito Road Seismic Assessment Project No. 8584 was not included in the approved FY 2017-18 Fund 401 - Facilities Maintenance Project list, the list did include $1,575,096 for Project Improvements TBD.  Staff is recommending that $125,000 of the amount budgeted for Project Improvements TBD be utilized for Project No. 8584.  If approved, the $125,000 would be allocated to the Monterey Courthouse Facility seismic assessment project and the Project Improvements TBD budget would be reduced by $125,000 to $1,450,096.  The County has received commitment from the JCC for cost sharing pursuant to the provisions of the Joint Occupancy Agreement, dated March 30, 2009, for the Monterey Courthouse Facility at 1200 Aguajito Road, Monterey, California.  The JCC has financial responsibility for 50.14 percent of the total project cost, $62,675, which is proportional to the Court’s occupancy of said Facility.
