RECOMMENDATION:

It is recommended that the Board of Supervisors:

Appoint Supervisors Adams and Salinas to an ad hoc committee on election campaign financing.

 

SUMMARY/DISCUSSION:

In response to BOS Referral 2017.04, Campaign Finance Reform Ordinance, the County Counsel’s Office drafted an ordinance which includes components of monetary limits as well as transparency oriented disclosure and filing requirements. On September 19, 2017, the Board of Supervisor’s reviewed the ordinance and discussed various issues and concerns to address campaign financing.  There was no consensus in direction for a future ordinance proposal.    Therefore, it is recommended that the Board appoint an ad hoc committee to work with staff and the community in crafting proposals to submit for Board consideration.

 

OTHER AGENCY INVOLVEMENT:

The County Registrar of Voters has been involved in the process and will be involved in future discussions.  We also envision receiving input from State agencies and community groups.

 

FINANCING:

Enforcement costs are also unknown at this time.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The implementation of a campaign finance disclosure or reform ordinance would help implement proper administration of the County’s election process.
