RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and Authorize the Contracts/Purchasing Officer to execute an 11-month Renewal and Amendment No. 1 to the Agreement with Insightformation, Inc. for the licensing of, and provision of training services for, a web-based planning and reporting tool, retroactive to August 16, 2017, for a revised full agreement term of March 24, 2017 through July 31, 2018, and adding $35,753 for a revised total agreement amount not to exceed, $85,603.

 

SUMMARY/DISCUSSION:

Monterey County Health Department staff have been involved in several collective impact initiatives in the county and facilitating the development of a broader network of these initiatives. In 2016, the Impact Monterey County Network (the Network) was formed, bringing together leaders of various collective impact initiatives and community collaborative working to address the community’s priorities identified by the 2014-2015 assessment process. The Network developed internal organizational structures to align activities and efficiencies to accelerate results against the community’s vision and priorities. The Network is envisioned as a place for convening leaders and practitioners, connecting cross-sector and cross initiative partners around opportunities for alignment and coordination, measuring our impacts, sharing resources and trainings, building awareness and support for policies and practices that support the objectives of the four priority areas.

 

Throughout 2017, Insightformation, Inc. led the Network and over 55 participants from over 20 initiatives, collaboratives, and organizations to develop a strategy map for each of the four Impact Monterey County Network domains, refining community, and building and sustaining local support and alignment of cross-sector/cross-initiative improvement efforts.  The Strategy Maps are paired with scorecards (indicator dashboards) that track measures for objectives on the maps and can be displayed on a web-based platform for partners and the community to see and understand alignments and assess progress.  The original agreement included the opportunity to use the web-based platform for three months. The original agreement did not include the license for using the web-based platform or follow-up training ensuring effective web-based platform use by multiple partners. While the Network and MCHD began exploring continued use of the platform in the spring, the community engagement process for using the platform experienced some delays this summer due to staff changes with key partners. The summer delays were unplanned for and led to the agreement expiring before the licensing component and extension could be added in.  This amendment (extending the original timeframe and adding to the total contract amount) covers the license for multiple users of the platform, website embedding of the platform, and training support costs for one year.  MCHD is working with partner organizations and local foundations to develop a sustainability plan for ongoing licensing of the platform after the initial year of MCHD support.

 

This work supports the Monterey County Health Department 2011-2015 strategic plan initiatives: 1) Empower the community to improve health through programs, policies, and activities; 2) Enhance community health and safety by emphasizing prevention; and 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports five of the ten essential public health services, specifically: 1) Monitor health status to identify and solve community health problems; 3) Inform, educate, and empower people about health issues; 4) Mobilize community partnerships and action to identify and solve health problems; 5) Develop policies and plans that support individual and community health efforts; and 9) Evaluate effectiveness, accessibility, and quality of personal and population-based health services.

 

OTHER AGENCY INVOLVEMENT:

County Counsel, Risk Management and the Auditor-Controller have reviewed and approved this Agreement and Amendment No.1 as to legal form, liability and fiscal provisions respectively.

 

FINANCING:

There are sufficient appropriations in Health Departments FY 2017-2018 (4000-HEA014-8438) Adopted Budget to accommodate this request.
