Approve and authorize the Director of Health or Assistant Director of Health to sign a two-year Alcohol and Drug Program Services Agreement with the Epicenter for the provision of youth services through the Friday Night Live (FNL) Program aimed at providing high school-aged young people youth development opportunities through youth-adult partnerships that create essential and powerful opportunities that enhance and improve local communities, in the amount of $149,028 for Fiscal Year (FY) 2017-18 and $149,028 for Fiscal Year (FY) 2018-19 for a total Agreement amount not to exceed $298,056 retroactively to September 11, 2017 through June 30, 2019; and
b. Approve and authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments that do not exceed ten percent (10%) ($29,806) of the original Agreement amount and do not significantly alter the scope of services.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of Health or Assistant Director of Health to sign a two-year Alcohol and Drug Program Services Agreement with the Epicenter for the provision of youth services through the Friday Night Live (FNL) Program aimed at providing high school-aged young people youth development opportunities through youth-adult partnerships that create essential and powerful opportunities that enhance and improve local communities, in the amount of $149,028 for Fiscal Year (FY) 2017-18 and $149,028 for Fiscal Year (FY) 2018-19 for a total Agreement amount not to exceed $298,056 retroactively to September 11, 2017 through June 30, 2019; and

SUMMARY/DISCUSSION:
The Epicenter is a non-profit organization focused on empowering transition age youth ages 16-24 to become self-sufficient as they navigate the transition to adulthood. The Epicenter is a youth led drop-in center that integrates resources and services, and works with the entire community to address barriers youth face as they leave systems of care. Currently, there are no other drop-in centers in Salinas where young adults can access needed supports. This center helps youth who are at-risk of developing mental health and substance abuse problems access to timely services and prevent the need to access higher levels of care.
As an enhancement to its current program, the Epicenter will provide Friday Night Live (FNL) Program services to both transition age youth of High School age and youth in our community. The primary focus of the FNL Mentoring program is to form youth-adult partnerships with young people, to provide programs rich in opportunities and support, so young people will be less likely to engage in problem behaviors, more likely to achieve in school, and more likely to attend higher education or secure a full-time job. FNL’s vision is to work together with young people so they are both problem free and fully prepared. Community service, social action activities, participation in advocacy for safe and healthy environments, and promotion of healthy policies are organized by youth to appeal to youth.
Sunrise House, who recently held the funding for this program closed its doors for business effective June 30, 2017. In an effort to continue the program and guarantee of continued funding as a part of our California Friday Night Live Chapter Members in Good Standing (MIGS) contractual requirements, Monterey County Health Department, Behavioral Health Bureau worked with County Counsel and Contracts/Purchasing to coordinate services with the Epicenter as they are best fit to manage this program and it falls in line with the goals of their current services of decreasing the risk of youth developing mental health and substance abuse problems.
Due to the length of time involved in finding a new provider, contract negotiations with the Epicenter, and the lead time required to schedule the item before your Board, this Agreement is retroactive to September 11, 2017.
This Agreement contains the County’s standard 30-day “no cause” provision (Section IV, B) and an additional defunding provision (Section IV, D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.
This work supports the following Monterey County Health Department 2011-2015 strategic plan initiative: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.
OTHER AGENCY INVOLVEMENT:
County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively.
FINANCING:
This Agreement is funded by Substance Abuse Prevention and Treatment SAPT) revenues (100%). The funds for this Agreement ($298,056) are included in the Health Department’s Behavioral Health (HEA012, Unit 8410) Fiscal Year 2017-18 Adopted Budget.
