RECOMMENDATION:
It is recommended that the Board of Supervisors approve the Memorandum of Understanding (MOU) for the Monterey County Registered Nurses' Association Unit S for the period
February 1, 2017 through January 31, 2020.

SUMMARY/ DISCUSSION:
On January 27, 2017, the Monterey County Registered Nurses' Association Unit S ratified a Tentative Agreement (TA) with the County of Monterey. The TA was considered and approved by the Board of Supervisors on January 31, 2017; the full MOU was developed with members of MCRNA and is presented for formal approval action today.

The Monterey County Registered Nurses' Association Unit S MOU provides for changes to wages and benefits as presented.

OTHER AGENCY INVOLVEMENT:
The Monterey County Registered Nurses' Association Unit S members and County of Monterey staff contributed to the development of the MOU as presented.

FINANCING:
The Board of Supervisors previously authorized the financial terms through the TA in January 2017. The estimated incremental increased annualized ongoing cost for the Monterey County Registered Nurses' Association agreement is $521,201 in FY 2016-17, $1,290,843 in FY 2017-18, $1,566,755 in FY 2018-19 and $897,337 in FY 2019-20. The Health Department and Natividad Medical Center have incorporated these costs into their corresponding annual budget submissions.

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
The approval of this MOU by the Board of Supervisors will assist in recruiting and retaining a diverse and talented workforce to support the mission of Monterey County.
