Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

 

a.                     Receive the Certified Statement of Votes Cast and declare final the results of the November 7, 2017 North Monterey County Unified School District Election as set forth in the attached document.

b.                     Declare “elected” the candidate to the office of Trustee Area 2 of the North Monterey County Unified School District Governing Board Member.

 

SUMMARY:

The Elections Department requests the Board of Supervisors receive the Statement of Votes Cast at the November 7, 2017 North Monterey County Unified School District Election within Monterey County, as certified by the Registrar of Voters.  In addition, Elections requests that the Board declare "elected" the candidate to the respective office for which the Board of Supervisors has jurisdiction.

 

DISCUSSION:

In accordance with Elections Code Section 15372, the Registrar of Voters is submitting the certified Statement of Votes Cast to your Board.  Pursuant to Elections Code Section 15374, the Statement of Votes Cast shows:

 

                     the total number of ballots cast;

                     the number of votes cast at each precinct for each candidate and for and against each measure;

                     the total number of votes cast for each candidate and for and against each measure.

 

This Statement of Votes also reports vote by mail results by each voting precinct.

 

Official Canvass of the Vote.  The official canvass was completed and the election certified on November 16, 2017.  The official canvass consisted of several steps, including an inspection of all materials and supplies returned from each polling place, processing and counting vote by mail, and provisional ballots returned from each precinct, a reconciliation of signatures in rosters with votes recorded, a reconciliation of vote by mail ballots counted with the number of votes recorded, and a manual tally of the ballots tabulated by the voting systems at 1 percent of the precincts.  The 2007 conditional re-approval of voting systems also requires a 100% manual tally of all votes cast on any touch-screen voting machine.

 

Pursuant to Elections Code Section 15400, et seq., the Registrar of Voters recommends that the Board of Supervisors declare nominated or elected to office under their jurisdiction, Kyle Samuels, the successful candidate indicated in the attached November 7, 2017 Final Official Report.  Likewise, it is recommended the Board declare the results of each measure voted on, in which neither Measure E nor Measure F achieved the 55% voter requirement to pass, as indicated in the attached November 7, 2017 Final Official Report.

 

Copies of the November 7, 2017 Final Official Report and Statement of Votes Cast are on file with the Clerk of the Board.

 

OTHER AGENCY INVOLVEMENT:

The district in the attached document requested that the Registrar of Voters render election services for the November 7, 2017 North Monterey County Unified School District Election. County Counsel reviewed and approved the recommendation.

 

FINANCING:

California Elections Code Section 10002 mandates that all jurisdictions requesting election services from the County shall reimburse the County for the services performed.  There will be no additional cost to the County General Fund associated with this recommendation.
