RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and Authorize the Director of Health or Assistant Director of Health to negotiate and execute an Agreement allowing Central Coast College to conduct Veterinary Technician and Veterinarian Assistant classes on site at the Monterey County Animal Services Shelter and to utilize the shelter clinic for spay and neuter services on Animal Services shelter animals, subject to review and approval of the Agreement by County Counsel, Risk Management, and, to the extent there are financial terms, Auditor-Controller.
SUMMARY/DISCUSSION:
Central Coast College has an accredited Veterinary Technician and Veterinary Assistant program as part of its education and technology certification curriculum. As part of the curriculum, students are provided out of classroom experience providing technical and surgical assistance in spay and neutering surgical procedures under supervision of a licensed veterinarian and registered veterinary technician. Classes are conducted off site in clinic settings through an agreement with local partners within the community. This partnership has served to assist local shelter and clinics by the addition of manpower while students learn and practice skills to become accredited for their technical certifications.
Central Coast College has had an executed school externship agreement in place with Monterey County Health Department which has proven to be mutually beneficial to all parties involved. Central Coast College has requested an agreement to extend the same opportunity for the veterinary program. The Animal Services Shelter will be without a veterinarian on staff effective December 1st and the Health Department concurs that this agreement would similarly be mutually beneficial. With time of the essence for classes to begin, an agreement is in process for review however there has not been sufficient time allowed for the execution of the agreement. For the school to be successful and meet its program goals, classes must begin on December 6, 2017. Therefore, the Health Department requests approval for the Director of Health or Assistant Director of Health to be able to negotiate and execute such an agreement, potentially in time for classes to be conducted onsite by that target date.
OTHER AGENCY INVOLVEMENT:
County Counsel has reviewed this Board Report; County Counsel, Risk, and, to the extent there are financial terms, Auditor-Controller, will review and provide concurrence on the agreement prior to execution.
FINANCING:
Costs associated with this action will not be known until the agreement is negotiated and approved.
