RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Contracts/Purchasing Officer to sign Amendment No. 2 to Agreement No. A-13421 with Access Support Network reducing the contract liability by $316,685, for a revised total amount not to exceed $633,185, for the full term of January 11, 2017 to September 15, 2018, to continue Human Immunodeficiency Virus (HIV) non-medical case management services to Ryan White Part B eligible clients.

 

SUMMARY/DISCUSSION:

The Monterey County Health Department continues to provide individuals and communities in Monterey County affected by HIV.  Access Support Network (ASN) serves the San Luis Obispo County and Monterey County communities, assisting individuals living with HIV and hepatitis C virus (HCV) infections. ASN offers testing and prevention education opportunities for various groups throughout the community. ASN offers needed services and connections to guard against homelessness and against lapses of medication and healthcare coverage. ASN has been providing HIV and HCV-related services in Monterey County since July 1, 2015 (funded through private sources, direct California Department of Public Health (CDPH) grants, and CDPH grants administered by the Health Department). 

 

Monterey County Health Department entered into an Agreement with ASN for additional non-medical case management services. CDPH awarded the Health Department supplemental funding for a two-year period to augment existing HIV non-medical case management services in January 2017. This Amendment No. 2 will decrease funding by $316,685 for a total not to exceed $633,185. This action is a result of decreased allocation by CDPH for Year 2 of the Health Department’s CDPH supplemental contract for HIV Ryan White Part B services.

 

This work supports the MCHD 2011-2015 Strategic Plan Initiative: 1. Empower the community to improve health through programs, policies, and activities. 2. Enhance community health and safety by emphasizing prevention; 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  Additionally, this work supports three of the 10 Essential Public Health Services: 3. Inform, educate and empower people about health issues; 4. Mobilize community partnerships and action to identify and solve health problems; and 7. Link people to needed personal health services and assure the provision of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

County Counsel and the Auditor-Controller have reviewed and approved this Amendment No. 2 as to legal form and fiscal provisions respectively.

 

FINANCING:

The total amount of this Agreement with approval of this Amendment No. 2 is $633,185.  This Agreement is fully funded by the California Department of Public Health. There are sufficient appropriations in Health Department’s Public Health Bureau (HEA003-8124) Adopted Budget for Fiscal Year 2017-18.
