a. Authorize the Deputy Purchasing Agent for Natividad Medical Center (NMC) or his designee to execute a three-year Amendment No. 1 to the Agreement with A&B Fire Protection and Safety, Inc. for repair, maintenance and testing of fire alarm systems at NMC. Effective January 1, 2018 for a revised full agreement term of July 1, 2015 through December 31, 2020, and adding $159,161 for a revised total agreement amount not to exceed $228,068; and
b. Authorize the Deputy Purchasing Agent for NMC or his designee to execute up to three (3) future amendments to the agreement which do not significantly alter the scope of work and do not cause an increase of more than ten percent (10%) ($6,890) of the original cost of the agreement per each amendment.

RECOMMENDATION:
It is recommended the Board of Supervisors:
a. Authorize the Deputy Purchasing Agent for Natividad Medical Center (NMC) or his designee to execute a three -year Amendment No. 1 to the Agreement with A&B Fire Protection and Safety, Inc. for repair, maintenance and testing of fire alarm systems at NMC. Effective January 1, 2018 for a revised full agreement term of July 1, 2015 through December 31, 2020, and adding $159,161 for a revised total agreement amount not to exceed $228,068.
b. Authorize the Deputy Purchasing Agent for NMC or his designee to execute up to three (3) future amendments to the agreement which do not significantly alter the scope of work and do not cause an increase of more than ten percent (10%) ($6,890) of the original cost of the agreement per each amendment.
SUMMARY/DISCUSSION:
In 2016, Centers for Medicare & Medicaid (CMS) implemented the 2012 Life Safety Code (LSC) that adopted stricter testing requirements for existing systems. A&B Fire Protection is the Fire Safety Vendor that Natividad Medical Center (NMC) selected for Service and Testing of our extinguishing systems.
The proposed amendment includes extensive testing that is required for our fire safety systems; installed by A&B Fire Protection. Natividad Medical Center has full sprinkler coverage in 90% of the buildings, as well as a FM200 system in the main computer server room and an Ansul system installed in the kitchen. Services by one vendor benefited the document control portion of the CMS requirements as validated by the recent Joint Commission inspection.
As with any building or system, repair and replacement parts are required for optimal performance, routine maintenance and code compliance. Many components of our sprinkler suppression system are exposed to the elements and require replacement due to corrosion. NMC has multiple construction projects that take place throughout the year and system upgrades are necessary due to new code requirements.
This amendment also increases NMC’s emergency preparedness by providing contingencies for urgent repairs, such as the Fire Department Connection that was hit by a car last FY; destroying the fire suppression system for Bldg. 400.
OTHER AGENCY INVOLVEMENT:
County Counsel has reviewed and approved this amendment No. 1 as to legal form and risk provisions, and the Auditor-Controller has reviewed and approved as to payment provisions. The amendment No. 1 has also been reviewed and approved by NMC’s Finance Committee on December 1, 2017 and by its Board of Trustees on December 1, 2017.
FINANCING:
The cost for this amendment No. 1 is $159,161 of which $52,671 is included in the Fiscal Year 2017-18 Adopted Budget. Amounts for remaining years of the agreement will be included in those budgets as appropriate. There is no impact to the General Fund.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This agreement allows for routine maintenance and repairs as needed of the hospital’s fire alarm systems. These services ensure that NMC maintains a stable and working fire alarm system which ensures that the physical infrastructure remains safe at all times for workers and patients.
