b. Approve and authorize the Executive Director of the Monterey County Workforce Development Board to sign the amendments.

 

Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

 

a.                     Approve and authorize the Chair of the Board of Supervisors, as the Chief Elected Official for the Monterey County local workforce development area, to execute amendments to the Memorandums of Understanding with Monterey County, acting through its Office for Employment Training, Rancho Cielo, Inc., and Turning Point of Central California, Inc., extending the term and adjusting award amounts for provision of Supervised Populations Workforce Training (AB 2060) Grant services; and

b.                     Approve and authorize the Executive Director of the Monterey County Workforce Development Board to sign the amendments.

 

SUMMARY:

The original Memorandums of Understanding (MOUs) between the Monterey County Workforce Development Board (WDB) and Monterey County, acting through its Office for Employment Training (OET), Rancho Cielo, Inc. (Rancho Cielo), and Turning Point of Central California, Inc., (Turning Point) were approved by the Monterey County Board of Supervisors, acting in its role as Chief Elected Official, on September 27, 2016, for the term of September 1, 2016 through December 30, 2017. The MOUs provided for the delivery of AB 2060 Supervised Population Workforce Training Grant services by these providers; the total grant to the WDB was $400,000.

 

The supervised population includes all persons who are on probation, mandatory supervision, or post release community supervision, as defined in AB 2060 (Chapter 383, Statutes of 2014) and are supervised by, or are under the jurisdiction of a county. The Monterey County WDB formed partnerships with the Monterey County Probation Department, OET, Rancho Cielo and Turning Point to provide training and support to these individuals, who are supervised and referred to the three providers by the County Probation Department.

 

The purpose of the amendments to the MOUs is to extend the end date from December 30, 2017 to May 31, 2018, and to revise the amount of funds allocated among the providers to (1) reflect changes in the costs of services and (2) reflect a decrease in participants enrolled by OET and Rancho Cielo and an increase in participants enrolled by Turning Point.  Additionally, the amendments provide that the WDB will be refunded for the administrative costs of supervising the AB 2060 grant and they implement program budget changes required by the State of California.  There is no change in the total WDB AB 20160 grant of $400,000.

 

Under the original MOUs, a total of 60 participants were to be referred by the Monterey County Probation Department to the providers for training, education, and other services.  The referrals by the County Probation Department are made based on participant interest and eligibility requirements of the providers.  Originally, OET, Turning Point, and Rancho Cielo anticipated serving 20 participants each. However, the number of referrals made by the County Probation Department decreased OET's enrollment count from 20 to 10 participants and Rancho Cielo's enrollment count from 20 to 10 participants, thereby increasing Turning Point's enrollment count from 20 to 40 participants.    The proposed amendments adjust the amounts awarded to the providers accordingly.

 

DISCUSSION:

The Monterey County WDB is the lead and fiscal agent for the AB 2060 project and, as such, is responsible for the development of agreements/MOUs with the providers of these services. AB 2060 services include recruitment, enrollment, orientation and placement of participants into classroom training (including culinary and construction), and on-the-job training opportunities. The goal is to improve employment outcomes for the supervised population by aligning training, education, and other services with the industries and employers driving regional employment.

 

The MOU amendments provide a five (5) month extension of the grant term from the original end date of December 31, 2017 to May 31, 2018.  The amendments recognize a decrease in OET’s and Rancho Cielo's enrollments from 20 (twenty) to 10 (ten), each, and an increase in Turning Point's enrollments from 20 (twenty) to 40 (forty); they adjust budget line-items for various expenses, including staff salaries and fringe benefits, staff travel, office supplies, tools and supplies, WorkKeys assessments, participant training, and participant support services to reflect the changes in the numbers of participants enrolled, served and case managed by each provider. The amendments also implement program budget changes required by the State of California.

 

The amendments revise OET's budget from $138,641.68 to $85,260.45, Rancho Cielo's budget from $125,410.66 to $76,742.20 and Turning Point's budget from $135,947.66 to $227,997.35.  The amendments also provide a total of $10,000 for reimbursement of the costs incurred by the Monterey County WDB in administering the program.

 

OTHER AGENCY INVOLVEMENT:

Parties to the original AB 2060 MOUs, including all three providers, were involved in its development.  The Monterey County Probation Department also participated in development of these MOUs.

 

 

County Counsel has reviewed the proposed MOU amendments as to form.  The State of California has approved the revised project budget set forth in Exhibit C-1 to each amendment.

 

FINANCING:

There is no impact on the General Fund. Governor's Recidivism Reduction funds in the amount of

$400,000, established by the voter-approved AB 2060 (Chapter 383, Statutes of 2014) and which underwrite the regional Supervised Population Workforce Training Grant Program 2.0 initiative, will be used to fund the contract and are budgeted in Fund 007 Appropriates Unit DE0026.  The net project amount of $400,000 to the WDB is unchanged by the amendment’s changes to allocation of grant funds among providers, reflecting changes in the number of participants served by each, changes in the costs of services, and changes in administrative reimbursements to the WDB.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

Authorizing the Monterey County Workforce Development Board to approve the MOU Amendment No. 1 which modify the project funds to support participants enrolled in the AB 2060 grant is a step toward improving employment outcomes for the supervised population through the creative and effective aligning of training, education, and other services.
