b.  Ratify and approve the acceptance to the Terms and Conditions of Grant No. Core 1708-11647 by the Clinic Services Bureau Chief for the BSCF 2017 Community Health Center Core Support Grant in the amount of $21,000 and effective October 1, 2017 - September 30, 2018.

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Accept a $21,000 Grant Award from Blue Shield of California Foundation’s (BSCF) 2017 Community Health Center Core Support Initiative for the purpose of providing funding in preparation for payment reform programs; and 

b.                     Ratify and approve the acceptance to the Terms and Conditions of Grant No. Core 1708-11647 by the Clinic Services Bureau Chief for the BSCF 2017 Community Health Center Core Support Grant in the amount of $21,000 and effective October 1, 2017 - September 30, 2018.

 

SUMMARY/DISCUSSION:

BSCF’s 2017 Community Health Center Core Support Initiative provides grant funding to help California Federally Qualified Health Centers (FQHCs) prepare for payment reform programs that promote value-based care, including the Payment Reform Pilot Program, for FQHCs to meet the needs of patients by adopting new care models to transform delivery systems through alternative payment methodologies.

 

BSCF is focused on “improving the lives of all Californians, particularly the underserved, by making health care accessible, effective, and affordable”. They work to create greater access to health care and to support system-level improvements in the healthcare safety nets.  BSCF is funded by Blue Shield of California, a not-for-profit health plan, and is one of the largest grant providing organizations in California. 

 

On or around August 3, 2017, the Director of Health notified the Board of Supervisors and the County Administrative Officer of the intent to submit a grant application to BSCF’s 2017 Community Health Center Core Support Initiative in the amount of $21,000, and on September 25, 2017, the Health Department was notified by BSCF that it had been awarded the Grant No. Core-1708-11647 in the amount of $21,000.

 

Grant No. Core 1708-11647 is a paperless grant.  On August 3, 2017, the Health Department electronically submitted a grant application over BSCF’s website. As part of the on-line application, the Department checked off a box appeared with the statement, “By checking the box below, you affirm an understanding of the following information on behalf of your organization and of our standard grant terms and conditions.  Click here to view the terms and conditions and if grant is awarded, agree to be bound by them.”  The Health Department seeks ratification and approval of the terms and conditions to which the Health Department agreed by checking off this box.

 

BSCF funding will support the Health Department’s active participation in the training and technical assistance opportunities provided through the Capitation Payment Preparedness Program (CP3) organized by the California Primary Care Association and California Association of Public Hospitals and Health Systems to ensure successful implementation of the Payment Reform Pilot Program.  Such training and technical assistance opportunities include support for team-based care implementation, alternative visit and alternative touch implementation, improvement in data analysis capacity, and other strategies.  

 

Approval of the recommended action will allow the Monterey County Health Department’s Clinic Services Bureau to receive the benefit of the BSCF Grant Award and continue to meet the need for quality healthcare services and health access for our community.

 

This work supports the Monterey County Health Department 2011-2015 Strategic Plan initiative to: Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one or more of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provision of health care when otherwise unavailable, and 8) Assure competent public and personal health care workforce.

 

OTHER AGENCY INVOLVEMENT:

County Counsel and Auditor-Controller reviewed and approved the Terms and Conditions of Grant No. 1708-11647.  

 

FINANCING:

The BSCF Grant No. Core-1708-11647 is for $21,000.  While sufficient appropriations are available in the FY 2017-18 Adopted Budget for Clinic Services (4000-HEA007), the funds from this grant will help offset a portion of Clinic Services Bureau’s expenditures.
