Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Contracts/Purchasing Officer to sign Amendment No. 5 to the Professional Services Agreement with The Regents of the University of California, a California Constitution corporation, on behalf of the University of California, San Francisco, School of Medicine, Department of Medicine at Zuckerberg San Francisco General, Division of Endocrinology, for physician services, extending the term for an additional year for a revised  term of September 21, 2011 to December 31, 2018 and increasing the amount by $55,300 for a revised total not to exceed $356,550.

SUMMARY/DISCUSSION:

The Health Department Clinic Services Bureau (Clinic Services) operates nine community clinic sites designated as Federally Qualified Health Center Look-Alikes (FQHC-LA), which provide preventative, primary, and specialty medical care services.

Since 2011, the University of California, San Francisco, School of Medicine (“UCSF”) has been providing the clinics with specialty services in endocrinology, which has improved clinical care and outcomes with the patient population.  The availability and willingness of UCSF to provide accessible, high quality health care in the clinics, helps alleviate the patient from having to drive out of county for these services, which can be a hardship given they often lack the transportation and/or financial resources to travel.  Approval of the recommended action will allow for continuation of these services to December 31, 2018.

This amendment supports the Monterey County Health Department 2011-2015 Strategic Plan initiatives: 2) Enhance community health and safety by emphasizing prevention; and 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one or more of the ten essential public health services, specifically: 3) Inform, educate and empower people about health issues; and 7) Link people to needed personal health services and assure the provision of health care when otherwise unavailable.

OTHER AGENCY INVOLVEMENT:

County Counsel and Auditor-Controller have reviewed and approved this Amendment as to legal form and fiscal provisions.

FINANCING: Sufficient funds are available in the Clinic Services Bureau, Health Department FY 2017-18 Adopted Budget 4000-HEA007.  There is no financial impact to the General Fund resulting from approval of Amendment No.5.
