Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Accept a $19,070 Grant Award from Central California Alliance for Health (CCAH) in support of the purchase of vital signs monitors/stands, audiometer, dopplers, cryosurgery sprayers and jaundice meter at the Alisal Health Center; and

b.                     Approve and authorize the Director of Health or Assistant Director of Health to execute a Medi-Cal Capacity Grant Allocation Agreement (“Agreement”), Grant number 0717-MCHD-CS-E1, with CCAH to the County of Monterey, on behalf of Monterey County Health Department, Clinic Services Bureau (“County”), in the amount of $19,070 for the purchase of vital signs monitors/stands, audiometer, dopplers, cryosurgery sprayers and jaundice meter at the Alisal Health Center, effective on the date of the last signature on Agreement and terminating three (3) years after the Grant effective date or such later date as the parties may mutually agree in writing.

 

SUMMARY/DISCUSSION:

Central California Alliance for Health (CCAH) established the Medi-Cal Capacity Grant Program to support health care providers and community organizations whose efforts help to advance the mission of CCAH, which is to provide timely access to quality health care services and to increase Medi-Cal capacity in their service area.  In July of 2017, the Director of Health notified the Board of Supervisors and the County Administrative Officer of the intent to submit an application to CCAH for the Medi-Cal Capacity Grant in the amount up to $20,000 per practice site.  Grant funds will be used for equipment expenditures only, which will include vital signs monitors/stands, audiometer, dopplers, cryosurgery sprayers and jaundice meter

 

In late October of 2017, Monterey County Health Department was notified by CCAH that it had been awarded the Equipment Program Grant for a maximum amount of $19,070.  This funding will help off-set the County’s costs for vital signs monitors/stands, audiometer, dopplers, cryosurgery sprayers and jaundice meter for the Alisal Health Center.

 

Approval of the recommended action will allow the Monterey County Health Department’s Clinic Services Bureau to receive the benefit of the CCAH Grant Award and continue to meet the need for quality healthcare services and health access for our community.

 

This work supports the Monterey County Health Department 2011-2015 Strategic Plan initiative to: Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one or more of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provision of health care when otherwise unavailable, and 8) Assure competent public and personal health care workforce.

 

OTHER AGENCY INVOLVEMENT:

County Counsel and Auditor-Controller have reviewed and approved the Agreement.  

 

FINANCING:

The CCAH Medi-Cal Equipment Program Grant is for a maximum of $19,070.  While sufficient appropriations are available in the FY 2017-18 Adopted Budget for Clinic Services (4000-HEA007-8099), the funds from these grants will help offset a portion of Clinic Services Bureau’s expenditures.  This Agreement will be included in Clinic Services Bureau’s FY 2018-19 Requested Budget as needed, if agreement is not fully expended in FY 2017-18.
