RECOMMENDATION:
It is recommended that the Board of Supervisors approve and authorize a resolution for the renewal of a Memorandum of Understanding (MOU) with the Cities of Oakland and San Jose, San Francisco and the Counties of Alameda, Contra Costa, Marin, San Mateo, Santa Clara, and Sonoma that provides governance structures and procedures for application, allocation and distribution of federal Urban Area Security Initiative (UASI) programs and reappoints a primary and alternate member to the UASI Approval Authority.
SUMMARY:
Approve and authorize a resolution for renewing a Memorandum of Understanding with the Cities of Oakland, San Jose and San Francisco and the Counties of Alameda, Contra Costa, Marin, San Mateo, Santa Clara, and Sonoma that provides governance structures and procedures for application, allocation and distribution of federal Urban Area Security Initiative (UASI) projects for a period of 5 years. The resolution will serve to reappoint a primary and alternate member to the UASI Approval Authority. The Approval Authority is an eleven-voting member body and has final approval for all UASI grant allocation methodologies and regional planning initiatives.
DISCUSSION:
The United States Department of Homeland Security (“DHS”) has a Homeland Security Grant Program, which includes the Urban Areas Security Initiative (“UASI”) Program. The UASI Program addresses the unique planning, equipment, training, and exercises needs of high threats, high density “URBAN Areas” and assists those areas in building an enhanced and sustainable capacity to prevent, protect against, respond to, a recover from threats and acts of terrorism. DHS requires each Urban Area receiving grant funds to establish an Urban Area Working Group (UAWG) to act as the executive steering committee and provide overall governance of the UASI Program across the regional area. The jurisdictions established the Bay Area UASI Approval Authority (“Approval Authority”) to serve as the UAWG. On July 14, 2011 the UASI Approval Authority agreed by unanimous vote, to enlarge the regional UASI “footprint” to include the Counties of Monterey and Sonoma and to expand the Approval Authority to an eleven voting-members regional body including the County of Monterey. Gerry Malais, Monterey County Emergency Services Manager will be reappointed as the primary representative to the UASI Approval Authority and Kevin Oakley, Monterey County Chief Deputy was the secondary Approval Authority member. This MOU takes effect on December 1, 2017 and will remain in effect until November 30, 2021.
OTHER AGENCY INVOLVEMENT:
The Monterey County Sheriff’s Office has volunteered Chief Deputy Kevin Oakley to serve on the Approval Authority as the alternate to the OES Manager. Jurisdictional involvement includes membership on various working groups by local fire departments, Fire Districts, Police Departments, and NGOs as part of the regional planning for the UASI.
FINANCING:
Failure to enter into this MOU could jeopardize future grant funding by the UASI for Monterey County Homeland Security projects and Regional Catastrophic Preparedness Grant Program funding and planning. Approval of recommended actions will have no impact on budgeted Net County Contribution.
