SUMMARY:

The 2016 - 2017 Monterey County Civil Grand Jury Interim Final Report: “Jail Crisis: Our De Facto Mental Health Facility” was issued on June 7, 2017.  By law, the Board of Supervisors and elected County officials are required to respond to specific findings and recommendations as directed therein.  Within 90 days of report issuance, on or before September 7, 2017, the Board’s response must be filed with the Presiding Judge of the Superior Court, County of Monterey. The Board responded by the original date of reporting back to the Presiding Judge.  The Grand Jury requested a more detailed response from the Board of Supervisors to these three items.

The County Administrative Office coordinated preparation of the recommended response to the 2016 - 2017 Monterey County Civil Grand Jury Final Report: “Jail Crisis: Our De Facto Mental Health Facility” on behalf of the Board of Supervisors.  The Board of Supervisors approved response should be deemed by the Monterey County Civil Grand Jury and the Presiding Judge of the Superior Court, County of Monterey, as the response of the Board of Supervisors to those issues raised by the Grand Jury regarding County operations, except as applicable to elected County officials.

The recommended revised response is intended to reflect staffs’ understanding of Board policy.  Should the Board wish to modify the recommended response, the Board is requested to direct the County Administrative Officer to do so and return with those changes at the first meeting in January of 2018 Board meeting.

The County Administrative Office coordinated preparation of the revised recommended response to the 2016 - 2017 Monterey County Civil Grand Jury Final Report: “Jail Crisis: Our De Facto Mental Health Facility” with the assistance, input and appropriate review by the following County departments:  Sheriff’s Department and County Counsel.

Members of the 2017 Monterey County Civil Grand Jury and the 2017 Presiding Judge were invited to attend the Board of Supervisors hearing on this matter on August 29, 2017.
