RECOMMENDATION:
It is recommended that the Board of Supervisors acting as the Board of Directors of CSA 47 adopt a Resolution to:
a. Establish an Advisory Committee for CSA 47; and
b. Adopt the CSA 47 Advisory Committee By-Laws.

SUMMARY/DISCUSSION:
County Service Area 47 (CSA 47) was formed on December 13, 1966 by Board of Supervisors Resolution No. 65-503 and established extended county services that included: (a) Extended Police Protection; (b) Structural Fire Protection Services; (c) Local Park, Recreation and Parkway Facilities; (d) Extended Library Facilities and Services; and (e) Miscellaneous Extended Services including (1) street lighting, (2) street sweeping, (3) street and sidewalk maintenance, (4) storm drain maintenance, (5) providing, operating, and maintaining of facilities for the disposition of surface water, (6) providing, operating, and maintaining of facilities for the collection and disposal of sewage, (7) providing, operating, and maintaining of facilities for the collection and disposal of garbage, refuse, and rubbish, and (8) providing, operating, and maintaining of facilities for the supplying and distribution of water.

The CSA includes two (2) noncontiguous areas known as Carmel Views and Mar Vista. Current active services include street lighting, street and sidewalk maintenance, storm drain maintenance, and providing, operating, and maintaining of facilities for the disposition of storm water.

Property owners living in CSA 47 have expressed interest in establishing an advisory committee to create an open forum for property owners in the CSA to provide input on projects, annual budgets, and other issues related to the services provided to the CSA.
